The incumbent functions as the Congressional Liaison reporting to the facility director and performing a variety of duties in an extremely complex health care system, which is constantly evolving within a diverse geographic area.
Duties
Works with facility leadership to respond to inquiries and administrative issues/concerns brought to the Director by Veerans, members of the staff, VA Central office, state and local legislative and executive government officials, other Federal Agencies, and Congressional staff members.
Receives, assigns, and tracks inquiries.
Prepares responses and problem solves.
Contacts members of the hospital staff at all levels concerning any matter or problem relating to patient care as well as employee issues brought forth by members of congressional staff.
Seeks resolution, whenever possible with the full resources of the medical center and VA system.
Independently resolves the most difficult and complex problems, expedites services, and implements necessary corrective measures with established facility policies and guidelines.
Prepares final response for the Director for each inquiry based on input from Services, review of electronic medical records and knowledge of VHA policies, directives and regulations.
Coordinates Congresional/Veteran Service Organization (VSO) briefings, to include development of agenda and presentation materials, invitation of congressional and VSO staff, arranging for conferencing facilities and catering activities.
Conducts facility tours for Congressional staff and other external stakeholders upon request. Attends mandatory Town Halls with the director and other key staff.
Collaborates with the NMVAHCS Facility Planner/DoD Joint Venture Liaison in the development of joint procedures, systems, and business analyses and initiatives with Department of Defense, Indian Health Service, tribal health programs, and other rural health stakeholders.
Serves as the central reception dissemination, coordination, and monitor point for all correspondence and tasks may come from any number of sources including, but not limited to: White House, Congressional Offices/Staffers, state and local legislative and executive government officials, OIG, VACO, VISN, VSO, Veteran patients, and internal sources.
Carries out specific studies and projects that assist the Medical Center to readily focus on agency level, program-level and managerial issues and decisions.
Develops background information and provides alternatives and recommendations from which the executive management are able to make well informed decisions.
Work Schedule: Monday - Friday, 8:00 AM - 4:30 PM

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Health System Administration Series, 0671 Individual Occupational Requirements (IOR):
Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR,
Specialized Experience: Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:
Missions, organizations, programs, and requirements of health care delivery systems;
Regulations and standards of various regulatory and credentialing groups; and
Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Special Provision for In service Placement:
Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included:
Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements;
Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and
Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program.
In addition to meeting the TIG and IOR you must also meet:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Comprehensive knowledge of the role of government branches, legislative processes and constituent services, at the Federal, State and local government levels; comprehensive knowledge of health care management principles and techniques to recognize the need for improvements and make recommendation regarding a variety of resource management problems; extensive experience in health care delivery programs and health care program delivery program analysis to evaluate requirements and achieve objectives; substantive knowledge of laws, regulations, policies, and standards as it relates to Veteran healthcare eligibility and other issues relevant to the delivery of Government services; familiarity with Department of Veterans Affairs and Veterans Health Administration; skill in preparing project papers and staff reports and skill in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations; expert ability to communicate orally and in writing with a variety of people from different backgrounds and different levels of understanding.

Physical Requirements: The work requires some physical exertion, such as periods of standing when teaching; some walking, bending, crouching, stooping, stretching, or similar activities when visiting work sites; and some moderate lifting and carrying. At other times the work is sedentary, requiring the use of a computer.
