The Women's Bureau (WB) serves as the only federal agency mandated by Congress to work exclusively on issues that affect women in the workplace and to represent the needs of wage-earning women in the public policy process. The Office of Resource Management and Administration oversees procurement and acquisition activities in support of the policy deliverables and agency requirements.
Duties
As a Budget Analyst, you will perform the following duties which are not all-inclusive:
Develops preliminary budget proposals and budget justifications. Develops and displays budget information in understandable spreadsheets and presentations for budget discussions.
Manages and tracks day-to-day, weekly, and monthly funds and provides a "Status of Funds" monthly report to the WB leadership.
Recommends actions for the WB's leadership's approval, disapproval, or modification of budget requests and justifications.
Analyzes, combines, and consolidates budget requests that reflects the balanced annual funding needs of WB.
Shifts and/or obligates funds to meet critical, unfunded requirements on order or as directed.
Works with Departmental financial entities to identify and clear un-liquidated obligations.
Assesses WB spending against funds available and provides projected expenditures for the year, identifying budget requirements and constraints on their possible impact on agency operations.
Provides policy guidance, advice and assures compliance with established laws, regulations, policies and procedures in regard to agency budget influencing staffing levels and annual performance awards budget.
Requirements
- Must be at least 16 years old and a U.S. Citizen.
- Candidate required to obtain the necessary security/investigation level.
- Requires a probationary period if the requirement has not been met.

To qualify for this position, applicants must possess and demonstrate in the resume the following specialized experience:
One year of specialized experience that is equivalent to at least the GS-12 grade level, in the Federal service, and includes experience performing at least 4 of the following duties:
Formulating, justifying, and executing a budget.
Conducting continuous monitoring, analysis, and reporting for tracking and accounting for appropriate utilization of funds.
Presenting program budget briefings to senior officials and recommending ways to maximize and improve utilization of funds.
Providing authoritative advice and interpretation of budgetary legislation, policies, and precedents to ensure that budget estimates, projections, and submissions conform to requirements and objectives.
Analyzing statistical and narrative data to identify trends for determining possible organizational impact relating to budgetary planning.
Time-in-Grade Requirements: Any individual who is currently holding, or has held within the previous 52 weeks, a GS position under a nontemporary appointment in the competitive or excepted service must meet time-in-grade requirements (52 weeks at the GS-12 grade level or equivalent in the Federal service). You must include, in your application, an SF-50 (you may need to submit more than one) that supports meeting this requirement. Time-in-grade, time-after-competitive appointment (90 days, if applicable), and qualifications requirements must be met within 30 days, (04/08/2024), of the closing date of this announcement to be eligible for consideration. Note: Current employees applying under VEOA are subject to time-in-grade restrictions.

This position has no education requirement and there is no substitution of education for specialized experience at this grade level. Applicants must possess the required specialized experience.
