Duties

The incumbent serves as a Congressional Affairs Liaison Officer and performs duties in support of the Congressional & Legislative Affairs Group as they relate to Reclamation's relations with Congress and other executive branch agencies. Assignments are varied and are within any area of jurisdiction of the Commissioner of Reclamation. Responsibilities include the performance of the full range of Congressional liaison work including controlling, analyzing, researching and formulation of official responses to written and telephonic requests from Members of Congress and their staffs, and Congressional Committees. Through regular communications establishes a collaborative working relationship with Congressional staff, Reclamation staff, and Reclamation stakeholders to assure that their needs are heard and addressed where appropriate. Uses project management, conflict management, mediation, discretion, and negotiation tools to achieve results in a collaborative spirit. Provides expert advice and guidance on the preparation of responses to Congressional inquiries as well as Executive Branch inquiries. Prepares information papers, briefings and Congressional correspondence for leadership review and approval. Assists in preparing Reclamation leadership for hearings, briefings and meetings with Members of Congress, their staffs, and Committees. Research laws, regulations, court actions, correspondence, and other records and analysis on a wide variety of issues impacting various areas of Reclamation as they relate to the execution of its mission. Develops official responses to ensure the reply answers the query, identifies corrective actions if called for, controls established and attempts to develop favorable reactions from members of Congress.

Qualifications

In order to be rated as qualified for this position, the HR Office must be able to determine that you meet the specialized experience requirement - this information must be clearly supported in the resume. To qualify at the GS-13, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-12 level in federal service having demonstrated experience performing the following: 1. Reviewing legislation to determine the impact to a group or organization. 2. Reviewing reports, correspondence, and legislation to determine conformance with current policy, international affairs, and departmental priorities. 3. Preparing documents to support and advise on formal stances of prospective legislation and impact to an organization. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). You must meet all Eligibility and Qualification requirements, including time-in-grade restrictions and any selective placement factors if applicable, by 04/16/2024.
