This position is located in the Department of Homeland Security (DHS), Headquarters (HQ), Office of the General Counsel (OGC). The primary purpose of this position is to ensure the accurate and concise processing of executive correspondence analyze, and evaluate a wide range correspondence submitted to the public, Congress, the Secretary, Deputy Secretary, and executives, and ensure the appropriate coordination of legal review and clearance. Non-BU: This is a non-bargaining unit position.

Duties

As a Correspondence Analyst, GS-0301-11/12, your typical work assignments may include the following: Review and prioritize incoming correspondence and other taskings requiring legal review, under tight deadlines. Properly identify the legal divisions within OGC that need to conduct a legal review of the correspondence, timely task the divisions, provide reminders of deadlines to the appropriate parties, and ensure deadlines are met. Serve as liaison between OGC and Executive Secretariat staffs of other DHS component offices. Provide updates to department officials, subject-matter experts and staff members, on the status of correspondence, outstanding controlled items, and pending projects. Utilize correspondence tasking systems to log incoming correspondence, task OGC legal divisions, assign appropriate due dates, and ensure completed tasks are timely returned to the Executive Secretariat. Reviews email from the public, physical mail, and phone messages and determines the officials responsible for reviewing and responding to the inquiries. Qualifications

Specialized Experience: You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing duties such as: 1) Identifying ways to improve a correspondence program; 2) Ensuring requests for information are routed to the appropriate official for review and tracking; 3) Providing procedural and technical advice regarding the preparation of written materials such as inquiry responses, reports, and testimonies; and 4) Managing workflow to ensure timely responses and communicating effectively often providing instructions through written correspondence. (NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) OR B. A Ph.D. or equivalent doctoral degree; Three full years of progressively higher-level graduate education leading to such a degree; (or an LL.M., if related. Admin and Mgmt. positions only); OR C. A Combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing duties such as: 1) Reviewing research and finalizing written materials, including executive correspondence; 2) Providing procedural and technical advice regarding the preparation of written materials, such as inquiry responses, reports, and testimonies; 3) Identifying ways to improve the correspondence program workflow, and clearance processing to ensure timely responses to staff, managers, and senior leadership; and 4) Managing workflow to ensure timely responses and communicating effectively often providing instructions through written correspondence (NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.) Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
