This Administrative Officer position is in the Ambulatory Care Business Operations Department at the VA Maine Healthcare System located at the Togus, ME campus location. This position is full-time at 40 hours per week.

Duties

The Administrative Officer position supports a plethora of clinical functions. Ambulatory Care Business Operations Service (ACBO) is also knowns as the business office and functions to support all business activities that support the healthcare system. This position is delegated full authority and responsibility for the entire scope of administrative functions and activities in the service. Major duties and responsibilities include but are not limited: Serves as the principal advisor on all administrative matters associated with service operation. Plans directs and controls both long term and short term administrative activities including policies and procedures, personnel management, contract oversight as a Contracting Officers Representative, Budget programming and execution, and special projects or studies. Identifies, acquires, and retains the resources necessary to accomplish the highly scrutinized and critical outcomes of the service this includes; personnel, funding, equipment, space, information technology, systems, and structures. Reviews and approves organizational changes, position descriptions, and individual performance standards. Provides guidelines on such issues as leave administration, disciplinary actions, recruitment and placement, position management, position classification, and continuing educational activities. Serves as a direct line patient advocate, resolving patent complaints and issues, and coordination of care with multiple hospital services or community partners to resolve issues that may arise. Coordinates preparation for Service-based Joint Commission inspections, Office of the Inspector General (OIG) inspections, and VA System-Wide Ongoing Assessment Review Strategy (SOARS) site visits. Serves as the Contracting Officer's Representative (COR) for all service contracts; In the capacity of COR, the AO is responsible for protecting the government's fiduciary interest and is required to ensure that all obligations made to the federal government are met Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday-Friday, 7:30 am - 4:00 pm Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position is a AFGE Bargaining Unit position. Selectee required to serve one year supervisory/managerial probationary period. Veterans' preference does not apply for internal or other current permanent Federal agency employees. Interchange Agreements with Other Merit System: Employees who occupy medical or medical-related positions and were appointed under 38 U.S.C. 4701(1) or (3) [formerly 38 U.S.C. 4104 (1) and (3)] must be serving in a full-time position without time limit and have served continuously for at least one year in this other merit system to be eligible to convert to the Title 5 System. Some exceptions to this rule may apply if you have previously acquired tenure under a Title 5 appointment. Current and former Federal employees must submit copies of their most recent SF-50, (Notice of Personnel Action). The SF-50 must identify the position title, series, grade, step, tenure and type of service (Competitive or Excepted). In some cases, more than one SF-50 may be required to show a higher grade previously held.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify for the GS-09 based on your experience and/or education as described below: Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-7 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); accurately preparing timecards for submission and processing; managing and balancing financial aspects of general fund control points and purchase procedures; and performing various human resources/personnel management duties related to recruitment, disciplinary actions, and/or awards. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or an LL.B. or J.D. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. ~OR~ COMBINATION: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. Equivalent combinations of successfully completed graduate level education (in excess of the first year or 18 semester hours) and specialized experience to meet total experience requirements. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. You may qualify for the GS-11 based on your experience and/or education as described below: Specialized Experience: You must have one (1) full year of specialized experience equivalent to the GS-9 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. ~OR~ EDUCATION: Applicants may substitute education for the required experience.
