Joining the Secret Service, Performance Management (PRF) & Employee Relations Division, Office of Human Resources will allow you to to provide guidance to internal and external stakeholders in employee relations program functions (e.g. removals, reasonable accommodations, demotions, furlough, and grievances) that typically require research, analyzing and applying applicable policies and procedures. .
Duties
The selectee will serve as a/an Human Resources Specialist (Employee Relations)in the Office of Human Resources, Performance Management (PRF) & Employee Relations Division. Typical work assignments include:
Applying human resources (HR) management principles, concepts, and best practices in employee relations operations sufficient to provide guidance, advisory, and training to internal stakeholders.
Ensuring that all guidance set forth by the Office of Personnel Management (OPM), USSS, Office of Management Budget (OMB), Department of Homeland Security (DHS) and any other policy guidance that impacts employee relations matters is implemented in an effective and efficient manner.
Researching, analyzing and evaluating applicable human resources laws, regulations, directives, and policy statements originating from Title 5 of the Code of Federal Regulations, the Office of Personnel Management, Department of Homeland Security, and other sources
Ensuring that the assigned program functions and strategic goals are aligned with the mission of the agency.
Qualifications
Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.
GS-09 Minimum Qualifications:
You qualify for the GS-09 level (starting salary $68,405.00) if you possess one of the following:
Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Utilizing Employee Relations (ER) concepts, principles, laws, and regulations to consult with management on ER matters;
Assisting with the development of new and/or modified human resources (HR) work methods and procedures; and
Providing employee relations briefings, status reports and other correspondence to managers and/or leadership officials.
OR
Successfully completed a master's or equivalent graduate degree, or two (2) full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related, from an accredited college or university that provided the knowledge, skills, and abilities necessary to perform this work. (NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim).
OR
Have a combination of specialized experience (less than one year) and graduate education (less than two years) that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of one year (generally 18 semester hours) may be used in this calculation. You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience, otherwise you will be found ineligible.
GS-11 Minimum Qualifications:
You qualify for the GS-11 level (starting salary $82,764.00) if you possess one of the following:
Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Persuading stakeholders to implement recommendations in instances that may require substantial resources or changes;
Analyzing information to make determination in relation to employee, dismissals, suspensions, or removals; and
Developing suspension, termination, and or demotion memoranda to deliver to necessary parties when needed.
OR
Successfully completed a Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related, from an accredited college or university that provided the knowledge, skills, and abilities necessary to perform this work. (NOTE: You must submit a copy of your college transcripts (official or unofficial) to support your claim).
OR
Have a combination of specialized experience (less than one year) and graduate education (beyond 2 years of graduate education), that when combined equals 100% of the qualification requirement. Note: Only graduate education in excess of two years (generally 36 semester hours) may be used in this calculation. (NOTE: You must submit a copy of your college transcripts (official or unofficial) and your resume must explicitly indicate how you meet the experience to support your claim).

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
