About the Position: The Uniform Business Office Administrator (UBO) serves as Third Party Collection Program (TPCP) Assistant Manager at Lyster Army Health Clinic, Fort Novosel, AL. Functions include developing, coordinating, and evaluating the Medical Services Accounts/Third Party Collection Program. The UBO supervises the work of subordinates in the absence of Supervisory Budget Officer (SBO).
Duties
Utilize manual and automation systems and software programs for medical services accounts/third party billing, collections and debt management activities.
Audit payments and/or denials for proper reimbursements to the command.
Review accounts receivable report for claim rejection trends.
Advise the SBO of unusual non-payment trends by patients or insurance companies.
Maintain account data in automated spreadsheets.
Manage work of subordinate employees in absence of SBO.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position is subject to a pre-employment drug screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This is a DOD Financial Management position. The incumbent must complete training and meet position requirements for certification at Level 2 within 2 years of appointment. Failure to obtain and maintain certification may result in adverse action.

In order to qualify, you must meet the experience and/or education requirements described below. Specialized Experience: One year of specialized experience which includes assisting with billing, collections, and debt management activities for a medical department; performing audits of medical billing data; utilizing automated software systems for account maintenance and/or reporting. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
