About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Intelligence and Security Command; Intelligence Support Activity; G-2 Information Management Directorate at the Pentagon, Arlington, Virginia.
Duties
Serves as a Program Analyst supporting Headquarters Department of the Army (HQDA), Office of the Deputy Chief of Staff (ODCS), G-2, DAMI-IM HQ INSCOM.
Responsible for management issues pertaining to resource actions from planning/program development through budget execution for both MIP (Military Intelligence Programs) and NIP (National Intelligence Programs).
Performs administrative, analytical, and evaluative work related to program operations, and advises management on the evaluation of the effectiveness of resource programs.
Coordinates with DAMI-IM Program Managers on the development long-range, multi-year intelligence programs within the NIP and MIP to include supplementals and submits all requirements into the program builds (POM/IPBS).
Analyzes budget estimates and supporting data and provides recommendations to assure compliance with regulatory and legal limitations and restrictions within the major resource programs.
Serve as the Contract Officer Representative (COR) for DAMI-IM contracts for equipment, hardware, software, license renewal, and minor service contracts.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Two-year trial period may be required.
- In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
- Must be able to obtain and maintain a Top Secret security clearance based on a T5 (or equivalent level) investigation with eligibility for sensitive compartmented information (SCI).
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
