Duties
The selectee will serve as a Supervisory Human Resources Specialist (Performance Management) in the Performance Management and Employee Relations Division. Typical work assignments include:
Supervise and direct the work of human resources specialists responsible for the implementation of the full scope of performance management functions.
Managing the administration of employee appraisal programs, development of performance standards, and evaluation of performance management programs.
Performing quantitative and qualitative analyses to determine the effectiveness of program operations in meeting established goals and objectives.
Providing expert advice and guidance to internal and external stakeholders regarding program policies, procedures, and practices.
Developing reports and presentations to make recommendations to senior level stakeholders to enable them to make high impact decisions.
Qualifications
Minimum Qualifications:
You qualify for the GS-14 level (starting salary $139,395.00) if you possess one full year of specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
Contributing to the implementation of performance management programs;
Communicating recommendations to internal and/or external stakeholders, through written or verbal presentations;
Conducting research to evaluate the effectiveness of program and management processes; and
Providing leadership and direction to a team and/or subordinate staff (i.e. assigning work, developing performance standards, making authoritative decisions regarding personnel actions, etc.).

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
