The Office of Management and Budget (OMB) is a component within the Executive Office of the President that helps Federal departments and agencies implement the commitments and priorities of the President. OMB is seeking candidates for a Program Examiner position. Works with the Resources Management Offices which together with OMB's Budget Review Division, help to carry out OMB's central activity of assisting the President in overseeing the preparation of the Federal Budget an related policy.

Duties

As a Program Examiner, GS-0301-9, your typical work assignments may include the following: Conduct analyses of policy, program, budgetary, and management issues related to assigned program areas. Develop legislative and administrative options for senior policymakers based on detailed quantitative and qualitative analysis. Analyze legislative proposals, testimony, and Reports to Congress for conformance with the policies and priorities of the President and monitor their progress through the congressional process. Resolve budget, program, and policy issues and render advice for resolution of senior-level decisions. Review and analyze the formulation and execution of the Federal budget in assigned areas. Prepare formal budget submissions, amendments, supplemental, and other necessary materials to support Presidential programs and review such materials that come from agencies. Initiate and monitor analytical work on program and policy issues within areas of responsibility. Responsibility will increase and assignments will become more complex as training and experience progress.

Qualifications

In order to qualify for the Program Examiner position, you must meet the following minimum qualifications: FOR THE GS-09 LEVEL: Specialized Experience: Applicants must have at least 52 weeks of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service or private sector, performing the following duties: Assisting with the development of recommendations to higher-level decision makers regarding policies and regulation issues, related to Medicare, Medicaid, private health insurance, and a variety of public health issues, policies, and/or programs; Assisting with policy formulation to improve programmatic quality; Reviewing of policy, budget, legislative, and management issues related to health care and; Reviewing reports, data, and other materials to help identify pertinent information. (Your resume must explicitly indicate how you meet all these requirements, otherwise you will be found ineligible.) -OR- Education: Applicants must have successfully completed a master's or equivalent graduate degree, or 2 full academic years of progressively higher-level graduate education leading to a master's or equivalent graduate degree, or LL.B. or J.D. (if related), that demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Such fields include: public administration, public finance, public budgeting, public health, public affairs, business administration, research methods, economics, health care informatics, and statistics. NOTE: Applicants must submit a copy of their transcripts for verification. -OR- Combination: Applicants must have a combination of successfully completed graduate education and experience as described above that totals 100 percent when combined. To compute, first determine total qualifying experience as a percentage of the experience required for the grade level; then determine total graduate education as a percentage of the graduate education required for the grade level; and then add the two percentages. The total percentages must equal at least 100 percent to qualify. (Only graduate education in excess of one year, i.e., 18 semester hours, may be combined with experience under this provision.) NOTE: Applicants must submit a copy of their transcripts for verification. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
