This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.
This is a pay banded position. The NH-03 encompasses grades 12 and 13 on the General Schedule.

Duties
Manages the accounting, financial management, and financial practices of resources for assigned programs.
Performs analysis of selected acquisition programs using computer-based tools and recommends alternative, and/or remedial courses of action to the Chief for consideration.
Ensures the availability and maintenance of critical program financial information to include budgetary and execution data for programs.
Oversees the preparation of responses for financial/resource question/inquiries from the Executive and Legislative branches and component commands on acquisition programs.
Ensures cost estimate documentation is prepared for acquisition milestone decisions and provided to USSOCOM staff to support the applicable phases of the Planning, Programming, Budgeting, and Execution (PPBE process.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must be able to obtain and maintain a Top-Secret Security Clearance requiring Drug Testing.
- A one-year probationary period may be required.
- This position requires temporary duty (TDY) travel up to 25% of the time.
- Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
- Financial Management Level 2 certification is required within 24 months of entry on duty.
- This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Business - Financial Management Certification within 60 months of entrance on duty.

Specialized Experience: One year of experience which includes:1) Performing accounting and financial management for acquisition programs; 2) Interpreting data to forecast funding needs; 3) Utilizing computer-based tools to analyze acquisition programs; and (4) Preparing written responses to answer financial inquires.
This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service.
Education
