Serves as the Network Decision Support System (DSS) Coordinator in VISN 8. DSS is a managerial cost accounting system which integrates clinical and financial data to assign cost at various levels including but not limited to patient, provider, unit or clinic and medical center. The Network DSS Coordinator requires in depth knowledge of financial management as well as an accurate understanding of the clinical operations health care systems.
Duties
Major duties include, but are not limited to the following:
Interacts with administrative and clinical staff at all levels in the Network Office and Medical Centers to provide management with all costs associated with the delivery of health care services in inpatient and outpatient areas.
Provides financial analysis and reporting support to all facilities in the Network.
Oversees the implementation and development of Network-wide financial analysis and reporting; standardization of DSS in the Network; training and education of DSS staff; and the application of DSS in support of management analysis.
Directs subordinate supervisors in leading, coordinating, or overseeing work.
Makes decisions on work problems presented by site liaisons, team leaders, or similar personnel.
Regularly meets with Network MCA staff to coordinate and clarify processing, maintenance, reporting, and educational efforts at VISN 8 facilities.
Ensures standardization of administrative functions of workload capture, cost allocation, relative value units (RVUs), and labor mapping.
Ensures the accuracy of reports by validating and analyzing the data to identify any potential data integrity and standardization issues.
Works with departmental and clinical managers to augment the quality of the existing data set (i.e., costs, products, RVUs and clinical descriptive information).
Identifies scenarios of a financial, operational, or clinical nature for analysis. Completes analysis and takes action to remedy problems identified through analysis.
Identifies system development issues and/or data capture issues (i.e., absence of data, quality of data, and timeliness of data collection), develops and implements plans for addressing issues.
Finds and implements ways to eliminate or reduce significant bottlenecks and barriers to DSS operations, promote team building and improve business practices.
Work Schedule: Monday - Friday; 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/22/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: (1) Financial analysis, accounting, budgeting, and statistical principles and techniques including knowledge of cost accounting theories and methods; (2) solving detailed and complex costing problems and knowledge of VHA's current financial systems; (3) extensive knowledge of the Decision Support System (DSS); its functions, content, scope, technical specifications and relationship to other VHA information systems; (4) ability to manipulate, control, interpret, present and disseminate information from DSS to top management, department managers, physicians and others to promote improvements in department, service, medical center, and Network management and the delivery of care; (5) strong communication and presentation skills, both oral and written while using personal computer databases, spreadsheets, word processing and presentation software.
