The primary duties and responsibilities of the Transportation Assistant is to serve as Assistant Fleet Manager and coordinate the vehicle data submined by various Services within the Ralph H. Johnson V AMC and off care sites for fleet services. These fleet vehicles (Currently 90 vehicles) are VA purchased, leased and donated vehicles for use by all Services and their employees, VISN employees, DAV. and off care sites (OCS).
Duties
As Transportation Assistant, the incumbent's primary responsibilities are assigning vehicles, coordinating all fleet activities, planning vehicle usage to maximize utilization rates, budgeting for the vehicle fleet, and maintaining consistency in fleet services.
The Transportation Assistant is thoroughly knowledgeable and 1s continuously researching rules, regulations, policies, and procedures (i.e., CEOSH, FMR, state license requirements, local CPMs, GSA regulations, EPA requirements, Alternate Fuel Vehicle (AFV) requirements, etc.) to ensure that the facility is always in compliance.
She/he will report noncompliance or inadequate reporting to higher management with recommendations for correction.
She/he monitors documentation of this reporting for timeliness, accuracy and effectiveness.
She/he communicates agency and local policies and priorities to all employees using vehicles and equipment in the fleet. She/he orders VA license plates from the CEOSH website.
The Transpo1tation Assistant must be able to communicate effectively both orally and in writing with a wide range of individuals with varying levels of understanding. She/he will be interacting with all personnel within the facility and VISN, as well as many other government and non-government agencies, contractors, vendors, law enforcement agencies, etc.
Incumbent reviews the budget on a regular basis notifying the Chief whenever there is a change in spending such as multiple large repairs or body work. Reviews billing from Vendors to ensure Tax Exempt procedure/policy is adhered to. Reviews the spending every quarter to keep the Chief informed of the current control point activity
Incumbent serves as technical advisor to the Administrative Officer and Chief. Engineering Service, in the modification of fleet systems to meet the needs of the facility.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS - 06 position you must have served 52 weeks at the GS -05. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Physical Requirements: Most of the incumbent' s duties are sederitary in nature with occasional walking, climbing, stooping, bending and reaching as required. Travel is required for inspection of maintenance and repair work, accident investigation and visiting other agencies.
