Duties

As a Secretary (OA), you will: Serve as office manager for the Division Counsel (SB/SE) Headquarters office. As such, is responsible for the day-to-day clerical and administrative duties for the office including responsibility for timekeeping and CASE-TR, and travel for Headquarters staff. Coordinate with support functions regarding such matters as space, supplies, equipment, equipment repairs, personnel actions, records disposition, and other similar office functions. Develop or modify administrative record keeping systems and procedures to facilitate coordination of work, including assisting in the development and implementation of automated systems to accommodate the administrative needs of the office. Respond to inquiries and problems of an administrative nature not requiring a technical knowledge. These inquiries are brought to the Division Counsel by staff, IRS, other agencies, other non-government organizations, and congressional staff. Notify the appropriate staff member of the need for information or recommendation or prepare the response if it is of a non-technical nature. Arrange meetings or conferences for the Division Counsel, including preparing an agenda, notifying participates, and coordinating travel arrangements. Attend and record the minutes of meetings which are later summarized and distributed. Check to ensure commitments made at such meetings are met and keep the Division Counsel informed. Identify the need for and conduct training sessions for all clerical/administrative staff in the immediate office; identify training needs for staff. This is not an all-inclusive list. To qualify for this position of Secretary (OA), you must meet the qualification requirements listed below by the closing of this announcement: Basic Requirement for Secretary (OA): Office Automation Skills: This position requires office automation skills. Some examples of office automation software include electronic spreadsheets, database management, desktop publishing, electronic calendar, and electronic mail. Typing Requirement: This position requires a typing proficiency of at least 40 word per minute (WPM) based on a 5 minute sample with 3 or fewer errors. Applicants may meet this requirement by passing the appropriate performance test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office, or by self-certifying their proficiency. Performance test results and certificates of proficiency are acceptable for 3 years. For GS-08: Specialized Experience: Your resume must detail at least one year of specialized experience which includes performing secretarial/clerical tasks. Responding to inquiries and problems of a non-technical nature, maintaining a meeting calendar, screening calls and visitors, and maintaining files and records. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-07). For GS-09: Specialized Experience: Your resume must detail at least one year of specialized experience which includes performing secretarial/clerical tasks. Responding to inquiries and problems of a non-technical nature, maintaining a manager's appointment calendar, screening calls and visitors, maintaining files and records, and scheduling appointments and travel. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-08). For GS-10: Specialized Experience: Your resume must detail at least one year of specialist experience which includes experience performing secretarial/clerical tasks. Responding to inquiries and problems of a non-technical nature, maintaining a high-level supervisor's appointment calendar, screening calls and visitors, maintaining files and records, locating and scheduling conference or meeting arrangements, scheduling appointments and travel, and advising staff on procedures and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade Requirement for GS-08: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07). Time in Grade Requirement for GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-08). Time in Grade Requirement for GS-10: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
