This position is located in the Office of Native Affairs and Policy (ONAP) of the Consumer and Governmental Affairs Bureau (CGB), Federal Communications Commission located in Washington, DC.
RELOCATION EXPENSES WILL NOT BE PAID.

Duties
Provides expert advice and assistance to the ONAP Chief, ONAP staff and Bureau management on the strategies, policies, and programs covering Federal-Tribal government-to-government affairs and policy, provides education, consultations and coordination with federally recognized Indian Tribal governments and with other Native organizations and outreach to Tribal Nations and organizations.
Requirements

- Current/former federal employees must provide SF-50 verifying grade/status
- Current FCC employees must provide SF-50 verifying grade & status.
Qualifications
Applicants must meet eligibility and qualification requirements by the closing date of this announcement. Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.
Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.
Specialized Experience
GS-14 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-13 grade level in the Federal service. Specialized experience is defined as: 1. Experience providing expert advice on Federal-Tribal strategies, policies and/or programs. 2. Experience consulting and coordinating with federally recognized Indian Tribal governments. 3. Experience developing nationwide community engagement and outreach strategies. 4. Experience engaging in policy development dialogue with Federal-Tribal groups and/or leaders.
GS-15 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as: 1. Experience providing expert advice on Federal-Tribal strategies, policies and/or programs. 2. Experience consulting and coordinating with federally recognized Indian Tribal governments. 3. Experience developing nationwide community engagement and outreach strategies. 4. Experience engaging in policy development dialogue with Federal-Tribal groups and/or leaders. 5. Experience evaluating communications related grants and loan programs to determine their impact to Tribal lands.

Expert skill in written and oral communications, including the ability to develop nationwide engagement plans and make presentations to Native communities.
Expert ability to provide guidance and advice to management on policy issues which impact federally recognized Tribal groups
Expert ability to represent an organization or an agency at Tribal policy meetings and/or forums
Expert ability to communicate and work closely with federally recognized Tribal groups

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
