This Global Programs (GP) position, in International Food Assistance, works under the guidance of senior specialists to provide support for the McGovern-Dole International Food for Education and Child Nutrition Program (MGD) program by assisting in the preparation and processing of commodity and ocean freight solicitation requirements.
This position is in the Bargaining Unit.
Duties
The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
The duties may include but are not limited to: responsible for receiving and tracking commodity loss claims for the Food for Progress and McGovern-Dole programs.
Prepares monthly and ad hoc processed and bulk commodities and freight solicitations by reviewing program participants’ requests for commodities.
Keeps abreast of the impact on development of food assistance program commodity and freight cost estimates by participating in Branch, Division, Agency and inter-agency meetings.

Assists in developing specialized reports concerning commodity and ocean freight utilization, while working through various specialized procurement and program management systems,
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
BASIC REQUIREMENT:
FOR THE GS-09 GRADE LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 grade level; or its non-federal equivalent that included experience: evaluates options for implementing food assistance programs and makes recommendations for implementing new operational procedures or changing and improving procedures under existing programs; furnishes commodity price estimates and ocean freight rate estimates for the preparation of cost estimates for draft agreements with participants and develops Excel spreadsheets and other specialized reports to track and monitor yearly commodity demand plans, commodity utilization reports, individual agreements and programs regulations.
OR
Successful completion of a Master's or equivalent graduate degree.
OR
Two full years of progressively higher- level graduate education leading to such a degree.
OR
LL.B. or J.D., if related.
OR
Combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, to meet the total requirements.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-09 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
