At the Financial Crimes Enforcement Network (FinCEN), we are at the forefront in preventing and detecting terrorist financing, money laundering, and other financial crime. Serve at the nation's financial intelligence unit and protect the United States financial system from criminals and terrorist financiers.
Duties
As the Office Director BSA Security and Audit, you will:
Manage a team of auditors who are responsible access to, and oversight and security of, FinCEN data, such as suspicious activity reports, currency transaction reports, beneficial ownership information, and other key law enforcement and national security information.
Work closely with the Associate Director, Strategic Operations Division (SOD), senior leadership at FinCEN, and senior leadership in the Department of Treasury in order to develop and modernize FinCEN's audit processes.
Design and implement a first-of-its-kind examination/audit process for access to, dissemination of, and oversight and security of beneficial ownership information, consistent with the Corporate Transparency Act.
Conceive, draft, negotiate, improve, and ensure compliance with Memoranda of Understanding (MOUs) between FinCEN and law enforcement, national security agencies, and regulators.
Plan, coordinate, and administer remote and onsite audits/examinations throughout the entire United States.
Support law enforcement, national security agencies, and regulators in their compliance with FinCEN's MOUs.
Make recommendations to FinCEN management on appropriate remedial measures related to identified issues of non-compliance with MOUs, the Bank Secrecy Act, or the Corporate Transparency Act. Supervise the execution of any such measures.
Serve as the Bank Secrecy Act Information Security Officer, as mandated by the Anti-Money Laundering Act of 2020.
Prepare and deliver briefings and assessments related to the Office's work and present them to FinCEN and Treasury Department officials.
Represent the Department of Treasury and FinCEN in internal and interagency meetings, conferences, and other forums, explaining FinCEN's programs and objectives, and providing advice, support, and assistance to stakeholders.
Qualifications
You must meet the following requirements by the closing date of this announcement.
For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. specialized experience for this position includes:
- Independently conducting and monitoring compliance activities such as reviews, inspections, or audits; AND
- Reporting to senior leadership on audit and compliance matters;
AND
- Negotiating agreements among state, local, or federal agencies; OR
- Protecting Information through the application of privacy, security, confidentiality or other similar laws or policies.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
