The position is located in the Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6), Central Virginia VA Healthcare System (CVHCS) in the Environmental Management Service (EMS) in Richmond, Virginia.
Duties
Serves as the official point of contact for timekeeping queries for the Service.
Responsible for creating, processing, and maintaining attendance and leave records for all Time and Leave (T&L) units.
Work Schedule: Mon.-Fri. 7:30am-4:00pm

GS-05 grade level: One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in positions which required a full range of support; such as, skill in operating a computers to type correspondence such as memorandums, letters, reports, etc.; skill in operating computers, printers, typewriters, calculators, and software programs such as MS Word, Excel and Office or compatible software; budget, data collection, data entry; experience in positions that required customer service skills such as a receptionist, receiving telephone calls, routing calls to appropriate staff, greeting the customers, etc.; and skill in oral and written communication and interpersonal relations, to appropriately and courteously relate to internal and external customers; determining entitlements on travel reimbursements.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed 4 years of education above the high school level. This education must have been obtained in an accredited business, or secretarial or technical school, junior college, college or university. Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond the first 60 semester hours (beyond the second year). To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent. One year of full-time academic study is defined as 30 semester hours or 45 quarter hours. TRANSCRIPT(S) MUST BE SUBMITTED IF EDUCATION IS BEING USED TO QUALIFY. CONFERRAL OF DEGREE(S) EARNED SHOULD BE PRESENT ON TRANSCRIPT(S). UNOFFICIAL TRANSCRIPT(S) OK. FAILURE TO DO SO WILL DISQUALIFY YOU FROM FURTHER CONSIDERATION.

To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-05. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
