About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25.

Duties

Serves as a Systems/Applications Architect, Responsible for systems and application planning, design, development, implementation, validation, and management of Theater Enterprise standards, policies, procedures, and architecture. Manages and maintains the Enterprise Architecture documentation, diagrams and certifications for all systems and applications residing on the DoDIN Pacific. Enforces DoD, DA, USARPAC, and command policies for the development and introduction of new IT systems and applications. Evaluates the efficiency of the division operational capability and structure, recommending or effecting changes or redirecting resources as required. Ensures maximum dollar savings and economies by developing, monitoring, and enforcing cost avoidance or reduction programs within existing IT programs. Serves as subject matter expert on systems/applications for the Pacific Region for both current and future operations. Develops, recommends, implements, and enforces command unique policies over existing IT resources in the geographical area of operations. Maintains cognizance of network changes, equipment installation/de-installation, upgrades and any other architectural changes implemented by the supported NECs. Ensures all systems connected to the networks meet all established requirements, to include Risk Management Framework (RMF). Provides technical assistance to supported NECs for trouble-shooting networks and systems. Reports outages, hazardous conditions, authorized service interruptions IAW established policies and regulations. Adjusts available bandwidth to meet specific mission needs.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Three year trial/probationary period may be required.
• Must be able to obtain and maintain a Secret Security Clearance.
• Temporary Duty (TDY) Travel will be required approximately 20% of the time and may require worldwide travel.
• Incumbent is required to submit a Financial Disclosure Statement, OGE-450, within 30 days of appointment, and annually thereafter in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation.
• Ability to meet position requirements for certification at Level III in Information Assurance Management (IAT-III) within six months or less of entrance of duty. (Certification requirements maybe found in DoD 8140.03.)

Basic Requirement for Information Technology Specialist (ENTARCH/SYSANALYSIS): Specialized and Other Experience: One year of specialized experience which includes subject matter expertise in managing and maintaining enterprise information technology systems and services either hosted in a data center or in a cloud based environment. Must have the ability to coordinate and collaborate with internal and external stakeholders, and have a strong understanding on DoD policy and regulatory requirements. Must be skilled in writing theater wide policy in the absence of overarching policy, write operations and task orders that clearly define processes and timelines. Must be able to assist in resolving or coordinating with other parties to troubleshoot and remediate incidents and problems to resolution. The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined: (1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
