This position is located in the office of Safety Recommendations and Communications, Government Affairs Division, National Transportation Safety Board (NTSB) in Washington, DC. The incumbent of this position will focus on providing Congress, government agencies, state and local officials and industry information about departmental programs, policies, and initiatives.

Duties

As a Government and Industry Affairs Specialist, GS-0301-12/13, you will perform the following major duties: At the GS-12 level, major duties will include: Assists senior staff in coordinating the agency's relationships with Congress, government agencies, state and local officials and industry. Supports drafting and review of Congressional and state and local legislative testimony, correspondence, and supports staff preparation for hearings and briefings. Maintain information on pending or proposed legislation, including bills and resolutions introduced, committee reports, committee hearings, documents, and public and private laws enacted, impacting transportation safety. Responds, orally and in writing, to formal and informal inquiries from Members of Congress, state legislators, and staff to include responses to correspondence and written requests for information regarding NTSB operations, investigations, and policies. Provide administrative support functions to the Government and Industry Affairs Chief. At the GS-13 level, major duties will included: Writes, reviews, and edits Congressional testimony for the Board. Reviews past Board positions and meets with senior staff so that initiatives are reflected in the testimony. Reviews testimony with Board Members so that they understand and approve proposed testimony. Maintain information on pending or proposed legislation, including bills and resolutions introduced, committee reports, committee hearings, documents, and public and private laws enacted, impacting transportation safety. Meets with Congressional staff members to brief them on Board initiatives and policies. Ensures that the manner of presentation does not result in misconceptions or misinterpretations.Accompanies senior NTSB staff to Congressional briefings. Handles requests from Congressional staffs for background data on Board plans or proposals, status of Board investigation reports and hearings, and other matters of interest to Congress. Prepares reports, memoranda and correspondence for review and approval of the Chief. Assembles, coordinates concurrence, and presents information, including opposing views and alternative proposals.

  • If selection is made below the full performance level, promotion up to the full performance level may be made without further competition. However, promotions are not automatic or guaranteed and will depend on the performance and supervisor approval.
  • Due to the unusual nature of NTSB's mission, the incumbent of this position will be required to be available for assignment 24 hours a day, seven days a week.
  • The incumbent will occasionally travel to support NTSB Board Members and investigative staff of all transportation modes during accident launches, while on-scene or at headquarters.

Qualifications

The GS-12 salary range starts at $99,200 - $128,956. The GS-13 salary range starts at $117,962 - $153,354. The above salary range includes the locality rate for the Washington-Baltimore-Arlington, DC-MD-VA-WV-PA area. Newly appointed federal government employees, starting salary rate may be set at the Step 1 of the grade for which they are selected. QUALIFICATIONS FOR THE GS-12 LEVEL: You must have one year of specialized experience equivalent to at least the GS-11 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1) Reviewing congressional and state government transportation or transportation safety documents for items or issues of interest to an agency or organization (i.e., Congressional Record, Committee reports, hearing transcripts, legislative bills, and resolutions. (2) Assist with drafting and reviewing congressional and state and local legislative testimony and correspondence. (3) Assist support staff with the preparation for hearings and briefings. (4) Respond, orally and in writing to formal and informal inquiries from members of congress, state legislators, and staff to include responses to correspondence and written requests for information regarding an agency or organizations transportation operations, investigations, and policies. QUALIFICATIONS FOR THE GS-13 LEVEL: You must have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as: (1) Knowledge of the congressional legislative process and the structure of Congress as it relates to jurisdiction over transportation programs to review and provide transportation safety recommendations on Congressional testimony, proposed bills, and legislation. (2) Compose and prepare correspondence, approved drafts of congressional testimony and maintenance of congressional mail logs and tracking systems. (3) meet with Congressional staff members to brief them on an agencies or organizations initiatives and policies. (4) provide reports to agency leadership on pending and/or proposed legislation related to transportation safety.
