This position is located in the Consumer and Governmental Affairs Bureau’s (CGB) Web and Print Publishing Division (WPPD) of the Federal Communications Commission (FCC), located in Washington, DC. RELOCATION EXPENSES WILL NOT BE PAID.   THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS. 

Duties

As the Senior Bi-Lingual Digital Media Specialist the incumbent for this position initiates, researches, writes and distributes the materials outlined above, and others as assigned, with the goal of informing consumers about FCC rules, policies, plans and programs that benefit consumers in general and in multiple demographics. Incumbent performs extensive research, review, and analysis of priority issues, and performs original drafting and subsequent editing of written materials, in English and Universal Spanish, as assigned and on deadline to ensure timely publication. The incumbent is an experienced multi-media production professional with experience in a fast-paced work environment. The incumbent is effective at juggling shifting priorities and has responsibility for advising senior staff on how best to leverage all available consumer outreach tools to effectively and efficiently meet defined objectives.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.   Candidates must meet the SELECTIVE PLACEMENT FACTOR AND the SPECIALIZED EXPERIENCE requirements outlined below in order to be deemed as qualified.  THIS POSITION HAS A SELECTIVE PLACEMENT FACTOR. THE SELECTIVE PLACEMENT FACTOR MUST BE MET.  IF YOU DO NOT MEET THE SELECTIVE PLACEMENT CRITERIA, YOUR APPLICATION WILL BE AUTOMATICALLY RATED AS NOT QUALIFIED. SELECTIVE PLACEMENT FACTOR Candidate must be bi-lingual, with fluency in writing and translating English to Universal Spanish and Spanish to English, or English to an AAPI language and AAPI language to English. Candidate must also submit a portfolio for consumer engagement on social media platforms in both English and Spanish. IN ADDITION TO MEETING TO THE SELECTIVE PLACEMENT FACTOR CRITERIA, YOU MUST ALSO MEET THE SPECIALIZED EXPERIENCE CRITERIA OUTLINED BELOW. Specialized Experience GS-15  In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 grade level in the Federal service. Specialized experience is defined as follows: 1. Experience editing and producing multimedia digital content. 2. Experience engaging consumers through popular platforms and channels such as Instagram, YouTube, X (formerly Twitter), LinkedIn and Facebook.3. Experience editing, composing and proofing web content.4. Experience researching and vetting multimedia story ideas.5. Experience driving traffic to popular or frequently visited web pages.6. Experience using G4 analytics to create content for specific demographic audiences.7. Experience writing weekly video messages and/or podcasts. You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs): Mastery of and proven skill in planning, writing, and editing digital content, especially social media and multimedia content, for a variety of consumer audiences; ensuring content is clear, compelling and properly distributed across web, mobile and social platforms while adhering to a consistent brand philosophy. Comprehensive knowledge and awareness of current and emerging social media channels such as Instagram, YouTube, Twitter, Facebook, LinkedIn, and others, to develop and execute consumer awareness campaigns. Knowledge of, and skill, using graphic design tools, such as PhotoShop, and Adobe Creative Suite, and standard Web publishing tools, such as Drupal, Wordpress and other popular Content Management Systems. Demonstrated skill in writing text and editing display text for web and print content using expert knowledge to: (1) interpret and explain a variety of subjects, and write and edit materials tailored to specified media and consumer audiences; (2) develop multimedia products that articulate, interpret, and explain programs and other information; and (3) develop shareable digital content presentations. Comprehensive knowledge and skill to effectively communicate in writing and speech, using interpersonal acumen to employ basic computer and communication technology skills. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
