The primary purpose of this position is: To function as the installation Test Center Manager (TCM). Responsible for management, counseling, and administration of the Air Force Military Personnel Testing System (AFMPTS) and USAF Voluntary Education Testing Program to include Defense Activity for Nontraditional Education Support (DANTES) and other exams.
Duties
- Counsels/Advises military personnel, their dependents, and/or eligible civilian personnel regarding military and academic testing programs and how they apply to career development and degree programs. Serves as subject matter expert on all administered testing programs, degree and career applicability, and provides advisement to base leadership.
- Manages the installation level testing program for military test (WAPS, DLPT, ASVAB, etc.), academic test (DANTES, DL college courses, etc.), and A4/6 test (CDC, PME, etc).
- Administers tests to eligible personnel as authorized by DANTES, A4/6, AF, colleges, and local instructions, to include but not limited to: 1) All DANTES-approved examinations; college entrance exams (ACT, SAT, MAT); tests for college credit (CLEP, DSST, Excelsior, GRE Subject); professional certification exams (PRAXIS, ASE); interest batteries (SII) and career assessment inventories; 2) All A4/6 end of course tests, including, but not necessarily limited to, those for enlisted PME and officer PME; 3) Tests specifically required by an education institution for admission or for course enrollment, including placement tests; and 4) Tests requested to be administered by eligible personnel, such as distance learning courses, and qualification/certification exams.
- Administers the installation's military personnel test for a variety of military purposes to include procurement , aptitude, promotion, proficiency, and qualification tests including the Armed Services Vocational Aptitude Battery, the Armed Forces Classification Test, the Air Force Officer Qualifying Test, the Electronic Data Processing Test, the Test of Basic Aviation Skills Defense Language Proficiency Test, and Air Force WAPS.

- Work may occasionally require travel away from the normal duty station in order to administer test to personnel assigned to GSUs or conduct briefings in various settings such as conferences

- Incumbent is required to obtain a security clearance for access to WAPS material
- Must be able to obtain and maintain a Secret security clearance
- A bachelor’s degree that includes or is supplemented with study in education or a subject-matter field appropriate to the position is required
- Incumbent must annually review test control videos
- Knowledge of applicable Air Force Instructions (AFI) is desired
- Incumbent is required to obtain network access, to include administrator privileges to maintain test room
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Degree: that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below. NOTE: You MUST submit a copy of your transcripts.
Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests.
Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities.
Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs.
Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs.
Teaching methods: Study of teaching strategies and learning styles of the adult learner.
Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation.
Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems.
Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes professional knowledge of a wide range of educational theories, principles, procedures, and practices of secondary, adult, or continuing education in order to counsel on the applicability of each test as well as other required tests. Extensive knowledge of a number of standardized military personnel rules, procedures, or program operations in order to counsel on military careers and the impact the military personnel testing program has on careers. Broad knowledge of an Air Force career development and training concepts, principles, and policies in order to counsel and assist with establishing professional goals. Practical knowledge of regulations, directives , policies, and procedures to accomplish responsibilities regarding the receipt, storage, handling, packaging, mailing, and destruction of controlled test material.

EDUCATION: 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree directly related to the work of the position. NOTE: You MUST submit a copy of your transcripts.

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You MUST submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Extensive knowledge of military policies and procedures relating to the enlisted and officer promotion programs, military testing programs, Foreign Language Proficiency Bonus Program (FLPB), and an understanding of the coding system and verification data applicable to eligibility requirements.
2. Professional knowledge of college degrees, curriculum, and education theory and practices of continuing education.
3. Knowledge of the regulations, directives, policies, and procedures regarding the receipt, storage, handling, accountability, and destruction of CONTROLLED TEST MATERIALS.
4. Skill to access, input, analyze and modify automated data impacting the adequacy and/or deficiencies of testing program and accuracy of testing-related data.
5. Ability to utilize counseling principles, concepts, and methods to advise individuals on the applicability and availability of various testing programs.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
