The primary purpose of this position is to serve as Business Process Owner (BPO) for the AF Voluntary Education program. Responsible for implementation of policies and procedures and advising AF senior leaders on programs/issues encompassing the entire spectrum of voluntary education including Budget, Base/MAJ COM Manpower issues, Transition-Goals, Plans, Success, etc.
Duties
Interprets and oversees implementation of policies and procedures affecting Voluntary Education Program, encompassing all aspects of Program Management, Counseling, Testing, Transition, Military Tuition Assistance (MilTA) at AFPC.
Develops and coordinates policies and procedures for the Job Training, Employment Skills Training, Apprenticeships, and Internships (JTEST-AI) program.
AFPC Program Manager for the Air Force Automated Education Management System (AFAEMS) incorporating the AF Virtual Education Center, and the Academic Institutions (Al) Portal.
AFPC subject matter expert and representative on committees, working groups, etc. established by OSD, AF, and other authorities on issues related to the Voluntary Education program including T-GPS, IT solutions, transition, etc.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, to include the Individual Occupational Requirements (IOR) for the GS-1740, Education Services Series.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher) degree that included or was supplemented by at least 24 semester hours appropriate to the position to be filled in one or a combination of the areas described below. At least one course must have been from (1) or (2) below: (1) Tests and measurement: Study of the selection, evaluation, administration, scoring, interpretation, and uses of group and individual aptitude, proficiency, interest, and other tests. (2) Adult education: Study of the adult as a learner, teaching-learning theories for adults, models and procedures for planning, designing, managing, and evaluating adult learning activities. (3) Educational program administration: Study of the foundation and methods in organizing for adult and continuing education programs. (4) Curriculum development or design: Study of the principles and techniques for development of curricula for adult or vocational education programs. (5) Teaching methods: Study of teaching strategies and learning styles of the adult learner. (6) Guidance and counseling: Study of the purposes and methods in counseling and guidance, the role of the counselor in various settings, approaches to counseling, and the uses of tests in the counseling situation. (7) Career planning: Study of career development, learning activities, systems, approaches, program coordination, use of educational and community resources, and vocational counseling systems. (8) Occupational information: Study of theories of occupational choice and vocational development and their application to the guidance process. Identification and utilization of various types of occupational information and resources. NOTE: You must submit a copy of your transcripts.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes: 1) mastery of a wide range of laws, executive orders, regulations, policies, directives, instructions, and concepts governing the learning and education operations to include PME and leadership development; 2) understanding of career management methods and programs for officers, enlisted, and civil service; 3) knowledge of policies and procedures for preparation of effective and persuasive written and oral communication products; 4) thorough knowledge of the functions and interactions within Air Staff, AU, USAFA, AETC, Pentagon staff organizations, defense academic institutions and civilian academic institutions; 5) comprehensive knowledge of the principles, policies, and practices of Services functions, operations, concepts and theories to plan, organize, and manage.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge in adult higher education trends, theories, and practices including knowledge of statutes, executive orders, regulations, and directives, especially as they relate to the Voluntary Education program.
2. Ability to provide advice and counsel in the development and implementation of multi-level higher education programs including post-secondary academic programs, credentialing, and transitioning service members.
3. Knowledge and skill in interpreting policies/regulations; gather, assemble, and analyze facts, draw conclusions, devise solutions, and identify trends for development of annual and long-range strategic planning. Decisions will often be made based on vague, uncertain, or asynchronous information.
4. Skill in communicating effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
