The primary purpose of this position is to provide support for office personnel who exercise centralized management control of proposed and ongoing service contracts for assigned 76th Maintenance Wing (OC-ALC) Groups and Staff Offices.

Duties

Receives and determines feasibility of requests for One-Time Repair and/or Non-Re-occurring Requirements. Requests for Annual (Re-occurring) Requirements: Manage annual requirements, ensures existing requirements are accurate and renewal is processed preclude a lapse in services. Technical Point of Contact, Contract Monitor, and Quality Assurance Evaluator (QAE). Serves as principal advisor and source of information for the supervisor, Functional Director/Functional Commander (FD/FC) and Contracting Officer (CO). Administers technical aspects of the contract working through the authority of the CO. Prepares necessary documents certifying acceptable or unacceptable contractor performance and accepts the services performed as specified by the contract. Maintains required records, contract logs, and financial reports (both manual and electronic data entry). Serves as focal point for overall accomplishment of Service Contract Program objectives for assigned contracts.

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Work. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. This position may be filled at the GS-7, GS-9, or GS-11. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. In order to qualify, you must meet the education and/or experience requirements described below. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes providing support for office personnel who exercise centralized management control of proposed and ongoing service contracts, requirement reviews, program oversight, and quality assurance support for performance based serviced contracts. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: I have at least one full year of graduate-level education or superior academic achievement from an accredited college or university leading to a degree in a related field of study. (Note: You must attach a copy of your transcripts.) OR COMBINATION OF EXPERIENCE AND EDUCATION: have some specialized experience as described above but less than one year and less than one full year of graduate level education as described above. (Note: You must attach a copy of your transcripts.) SPECIALIZED EXPERIENCE GS-9: I have at least 52 weeks or will within 120 days of the closing date of the announcement, of specialized experience at the next lower grade (GS-7) level or equivalent. Specialized experience includes performing developmental assignments of moderate difficulty where work procedures are established and a number of specific guidelines exist. Analyze routine problems that are encountered and resolve them. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: I have a Master's degree (or equivalent graduate degree),or 2 years (36 semester hours) of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D. directly related to this position from an accredited college or university. Note: you must attach your transcripts with your application package. OR COMBINATION OF EXPERIENCE AND EDUCATION: have some specialized experience as described above but less than one year and less than two years of graduate level education as described above. (Note: You must attach a copy of your transcripts.) SPECIALIZED EXPERIENCE GS-11: I have at least 52 weeks or will within 120 days of the closing date of the announcement, of specialized experience at the next lower grade (GS-9) level or equivalent. Specialized experience includes having knowledge of federal acquisition laws, regulations, policies and procedures pertaining to contract services. Ability to analyze and evaluate contractor responsibility and to determine acquisition strategy and sources. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: I have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related degree from an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: have some specialized experience as described above but less than one year and I have less than two years of graduate-level education as described above (Note: You must attach a copy of your transcripts.) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of Federal Acquisition laws. regulations, policies, and procedures pertaining to contract services, to include requirement development, acquisition processes and procedures, contract administration, and quality assurance techniques. Knowledge of government and private industry policies and practices related to business management. industrial management. financial systems, technical concepts. and production practices. Knowledge of the missions, roles, functions, organizational structures, and operation of the Department of Defense, Air Force, and other entities that govern, interface with, and/or influence management control of proposed and ongoing service contracts. Ability to make sound judgments concerning program progress. and effectively communicate recommendations orally and in writing to higher organization management and contractors. Ability to lead a team and/or individual members of a team ensuring the organization's strategic plan, mission, vision, and values are communicated to the team and integrated into the teams' strategies, goals, objectives, work plans, and work products and services. Ability to advise/guide personnel and achieve organizational goals, objectives, and work plans. Ability to communicate effectively, both orally and in writing, clearly. concisely, with technical accuracy and to use computers and a variety of software programs and databases. Skill in computer use and application of a variety of software programs to perform market research, develop documents and correspondence maintain records, logs, databases, financial system input and information related to the service contract program. Ability to establish and maintain good relationships with individuals and groups within the office as well as outside the immediate work unit and to be persuasive in representing the best interests of the government when dealing with personnel with highly divergent points of view. Ability to plan, organize, analyze problem. conduct research, summarize results, make appropriate recommendations, and manage critical aspects of service contract requirements as related to the assigned functional area and meet deadlines. Ability to communicate effectively, both orally and in writing. must be able to compose and edit contract required correspondence, review and analyze directives, develop, and brief service contract program related presentations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
