This position is located in the U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Office of Administration (OA), Human Resources Division (HRD), Human Capital Management Branch (HCMB). OJP's mission is to provide leadership, resources and solutions for creating safe, just and engaged communities. HRD is responsible for the development and implementation of personnel management policies and procedures and for providing a full range of personnel services for OJP.

Duties

Serves as a Human Resources Specialist (Labor/Employee Relations) within the Office of Justice Programs (OJP), Office of Administration (OA), Human Resources Division (HRD), Human Capital Management Branch (HCMB). Provides the full range of management advice in support of the Labor and Employee Relations (LR/ER) program and implements LR/ER operations on a daily basis. Serves as a technical expert in handling difficult, complex, sensitive cases involving multiple controversial Human Resources issues that have agency-wide effect, and/or affect large numbers of individuals, including employees, annuitants, and job applicants. Provides precedent-setting interpretations on complex, high profile, interrelated, and controversial issues that cross program areas and affect many individuals or organizations. Reviews and may be invovled in all OJP activities related to the Alternate Dispute Resolution (ADR) Program. Performs Human Resource-related studies requiring detailed documentation, extensive research, and authoritative interpretations of the spirit and letter of the law, executive orders, court decisions, regulations, and broad policy statements that provide the framework for major agency-wide program decisions.

Qualifications

Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the GS-12 level. Specialized experience is experience which is in or related to the line of work of the position to be filled and which has equipped the applicant with the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of specialized experience include: Plans, directs, and/or administers employee and/or labor relations program operations. Plans and/or implements strategies to respond to statutory and/or regulatory changes affecting employee and/or labor relations programs and/or operations. Provides advisory, consultative, and/or technical services to Human Resources staff and all levels of line managers on issues affecting the full range of Human Resources management disciplines. Handles multiple disciplinary and adverse actions, employee rights and responsibilities, grievance resolution, etc., as they relate to collective bargaining agreements.
