The position Is located in the Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Mid-Atlantic HealthCare Network ,VISN 6), at the Richmond VA Medical Center (VAMC) and is the Medical Administration Officer-Assistant Chief, Health Administration Service. The incumbent assists the Medical Administration Officer with the responsibility of the managerial and program aspects of the major program areas of Health Administration Service.
Duties
Duties include but not limited to:
Supervisory Duties
Assists the Medical Administration Officer in the overall accountability for the Service, staff, and program operations encompassing approximately 157 FTEE with locations at Charlottesville CBOC, Emporia CBOC, Fredericksburg CBOC, Henrico CBOC, Massaponax CBOC, Mary Washington CBOC and the Fredericksburg HCC.
Assists the Medical Administration Officer with the responsibility of the managerial and program aspects of the major program areas of Health Administration Service providing support to Health Information Management, including Medical Record Processing, Release of Information,
Documentation and Coding, Electronic Medical Records Scanning; Provide support to Referral Coordination Team (RCT) under new program guidelines; centralized scheduling, Ward Administration, and Health Benefits comprising of the Eligibility, Outreach and Enrollment
Section, Emergency Room (ER) Administration, and Beneficiary Travel/Veterans Transportation Services.
Assists the Medical Administration Officer in directing HAS in broad patient administrative areas providing resource allocation data and related interpretation for assessing the management of budget and other resources; admitting patients; providing scheduling policy and administrative
support to physicians, nurses, and other primary care providers; maintenance and evaluation of medical records; assuring all legal requirements for care are met; and discharging of patients.
Budget Guidance and Administration
Develops the need for and maintains an awareness of available resources, and makes recommendations to Medical Center management regarding needs, distribution, or redistribution of resources within HAS.
Collaborates with the Medical Administration Officer for the operational budget for HAS, develops, implements, monitors, and adjusts plans to accomplish the mission effectively and cost-efficiently within budgetary constraints. Determines the resource needs of all HAS organizational elements.
Assists with the orchestration of the analysis of FTE levels to meet mission execution. Collaborates with the Medical Administration Officer to ensure FTE gains and losses have minimal impact on the overtime budget. Introduces robust measures of human capital into financial reporting for the
organization to ensure sufficient levels of affordable FTE.
Ensures that employees are appropriately recruited, selected, appraised, and rewarded; takes action to address performance problems. Manages a multi-sector workforce and a variety of work situations.
Program Administration
Initiates reassignment of personnel as required, and has comprehensive knowledge of Medical Center operations, advising on personnel utilization. Responsible for developing and coordinating performance standards and evaluations of HAS staff and provides counseling for position
advancement.
Conducts workload surveys and scheduling studies in clinics, admission services, various clinical services, and changes work distribution, scheduling policies, etc. Participates in administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management.
Collaborates with the Medical Administration Officer to develop both long and short-range plans for HAS by coordinating the medical administration needs of the Service.
Establishes minimum standards for quality and productivity and directs program implementation. Conducts special studies to resolve administrative problems that arise in the course of normal operations and will present conclusions and recommendations.
Identifies problem and/or opportunities to improve care through such avenues as informal meetings, Medical Service Quality Assurance Committee meetings, statistical data, occurrence screens, incident reporting, procedure case review, etc.
Performs other duties as assigned.
Work Schedule: 8:00 AM- 4:40 PM, Monday-Friday

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/08/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems, which includes Veteran eligibility for healthcare, scheduling practices, revenue stewardship, and the Joint Commission requirements; Comprehensive knowledge of a range of administrative laws, policies, regulations, and precedents applicable to the administration of Veteran eligibility, health benefits, beneficiary travel, enrollment, eligibility, special transportation, ward administrative services, Administrative Officer of the Day duties, medical record administration, release of information, medical scanning functions, health identification, registration, appointment management and overall health administrative functions; Knowledge of relationships with other VA programs and key administrative support functions; Skill in oral and written communication skills to establish and maintain effective work relationships; Ability to make presentations in order to present highly complex data and information to audiences of senior managers and executives, as well as members of the public.
