The incumbent serves as the Program Specialist in the Community Care Service of the Office of the Associate Medical Center Director at the Syracuse VA Medical Center. The Program Specialist is responsible for the overall management of the Scheduling Training and Audit program for the Community Care Service, in collaboration with leadership, for the staff at the Syracuse VA Medical Center, and all associated Community Based Outpatient Clinics (CBOCs).
Duties
Major Duties:
Manages the overall responsibilities of the Scheduling Onboarding, VS GUI and training and education program for the Community Care Department to include Referral Coordination Initiative and Consultant Toolbox Usage efforts.
Analyzes and interprets work processes to determine educational needs to employees while monitoring standards for quality and productivity.
Assesses and develops standard work and training programs; participates in all phrases of training, including formal and informal in-service and continuing education based on identified needs.
Develops and/or modifies procedures, courses, training guides and plans. Reviews, analyzes and evaluates training courses to assess their quality and effectiveness.
Ensures all assigned training and development needs meet the requirements of VHA guidance.
Collaborates with the Facility Education Manager/staff on compliance and annual certification.
Represents the facility and participates on national scheduling and training calls and webinars.
Provides management with periodic reports on the status of training and an analysis of the effectiveness
and capacity of the training program to achieve agency objectives and policies.
Collaborates and supports the Health Information Specialists with CPRS training as needed.
Maintains Audit Software program and conducts scheduling audits per national guidance.
Works with supervisors, managers and section chief to resolve discrepancies or conflicts; provides consultation and assistances to the scheduler's supervisor in implementation of performance improvement activities.
Other duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: M-F 8:00 am - 4:30 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/16/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5. For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience in community care equivalent to at least the next lower grade GS-5 in the normal line of progression for the occupation in the organization for the GS-7. Examples of specialized experience would typically include, but are not limited to: plans, coordinates, and carries out the successive steps in fact-finding and analysis of scheduler training and audits to complete each phase of assigned projects. Resolves conflicts that arise and coordinates efforts to ensure all aspects of duties are
accomplished efficiently, timely, and correctly. The employee keeps the supervisor
informed of progress and potentially controversial matters. management principles, techniques of analysis and evaluation, along with knowledge/skill in performing technical aspects of scheduling programs, practices, and procedures and audit programs to plan, organize, and facilitate training for all program staff. Knowledge of program objectives, policies, procedures, and regulatory requirements to effectively plan, direct, and administer the training program for the service, including coordinating with the other programs.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: No special physical demands such as above-average ability, dexterity, or strength are required to perform the work. Work is sedentary, and the employee may sit comfortably. The position requires frequent travel to all divisions and CBOCS in the Syracuse VA catchment by government vehicle.
Work Environment: Work is usually performed in offices, meeting rooms, or similar settings. The employee is required to work with computer equipment at least 90% of the time, which impacts hand and wrist motions. Although the employee works in a healthcare facility where exposure to contagious disease exists, the tasks required for this position do not put the employee at a serious risk for this type of exposure. The work area is adequately lighted, heated, and ventilated. Position may require occasional travel to the Community-Based Outpatient Clinics.
