This position is located in the Division of Risk Management Supervision (RMS), Administration and Planning Branch, Recruitment and Entry Level Examiner Hiring Section of the Federal Deposit Insurance Corporation in Washington, D.C.
Salary reflects a pay cap for this position of $275,000.
Duties
Formulates and maintains appropriate procedures for Recruiting and Entry Level Examiner Hiring (RELEH) operations. Establishes RELEH performance benchmarks, including benchmarks for accuracy and turnaround times, and directs changes to operations as needed to meet performance benchmarks. Directs short- and long-range strategic planning for RELEH and coordinates the implementation of divisional operating policies, programs, and procedures. Serves as the primary point of contact for RELEH for Division of Administration’s Human Resources Branch staff and as principal advisor to Assistant Regional Directors, who oversee administrative matters for the regions.
Directs the designing, planning, and implementation of changes to improve efficiency, meets new trends, and addresses RELEH operational challenges, including updates to Federal employment regulations; identifies opportunities for process improvement within RELEH and continually updates and improves program process and procedures.
Oversees nationwide RELEH events, including orientation for Financial Institution Specialists.
Maintains hiring and onboarding data systems, making necessary adjustments to optimize efficiency, adapt to organizational needs, and ensuring accuracy in record-keeping.
Coordinates national discussions among regional managers to facilitate communication and ensures consistent implementation of policies and procedures as well as developing issues; Provides expert advice and guidance on administrative matters related to RELEH to regional and Washington office management; Represents RMS and DCP at meetings with senior management throughout the Corporation on RELEH matters. Serves on various inter- and intra-divisional committees related to RELEH and other administrative matters that contribute to the development of appropriate RELEH human resource strategies and policies. Serves as principal advisor and provides briefings to the RELEH Executive Steering Committee and leads related working groups.
Prepares and presents analyses that provide options to Division executives regarding RELEH, as well as management reports relating to recruitment, hiring, onboarding, and new-hire pay exceptions.
Leads the development and implementation of comprehensive project plans that address inter-related business priorities from initial concept definition through successful change management, final implementation, and transition to business-as-usual, ensuring project teams meet their overall objectives, budgets, and timelines.
Supervises a staff of program specialists, exercises supervisory personnel management authority and performs the full range of performance management duties to include: planning, assigning, and reviewing work products of subordinates; establishing guidelines and performance expectations; and, evaluating work performance and providing feedback to others on their performance. Identifies training and developmental needs for staff and provides regular recognition of staff. Works in collaboration with the appropriate Human Resources and Legal staff to administer disciplinary action. Hears and resolves grievances or other disputes as appropriate. Approves/disapproves requests for leave, telework, travel, training, etc.

Qualifications
To meet the minimum qualifications, applicants must possess the leadership and technical experiences listed below. These qualifications would typically be gained through serving in roles that require managing projects/teams or guiding the technical work of others.
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Technical Experience: Experience in oversight management of administrative programs related to recruiting, hiring, and onboarding entry-level examination staff in compliance with federal laws and regulations.
