Duties
The incumbent leads a continual effort, as policy subject matter expert, to develop new, or use existing, programs that will change culture and improve the experience of employees. New programs will be identified both through independent research and by senior leaders. The incumbent works in tandem with other officials to create employee engagement (EE) programs that focus on whole health & well-being, and inclusion, diversity, equity, and access. The incumbent will also assist in leading efforts to create, improve and/or manage the strategic plan supporting EE efforts within this office. To properly provide program development and management, strategic visioning to create and maintain a culture of employee well-being. The incumbent must possess strong communications skills to include writing, speaking, and presenting. The incumbent must be able to tailor messaging both to senior leaders and colleagues. The incumbent must have experience in representing office or Department views to federal and non-federal partners and facilitation skills. Additionally, the incumbent will assist the direct supervisor by doing the following:
Researches and evaluates existing programs having an impact on the employee experience and making recommendations, based on research and analysis, to improve said programs
Serves, supports/advocates as trusted advisor and thought leader on employee experience, engagement, and workforce development to executive leadership.
Support and advocate for an equitable and inclusive workplace, incorporating feedback from employees.
Analyzes a wide variety of issues as identified by supervisor(s), senior leaders and other customers requesting employee experience assistance.
Initiates and fosters collaboration with internal and external partners involved in Employee Engagement to assist in establishing new or improving respective programs.
Assists in driving deliberate, disciplined design and delivery of experiences to employees as determined by Directorate leaders
Aids in the development and execution of project plans, establishing priorities, and tracking respective project requirements for the purposes of keeping direct supervisor informed
Collaborates with colleagues in the offices of EWH coordinators, CWOs, and CDOs in development and implementation of proactive I-DEA initiatives by applying EX design and measurement methods as needed that will foster and cultivate inclusion, diversity, equity, and access.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/12/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience At the GS-12 grade level, specialized experience is defined as work that involves (1) partnering with VA and other Federal agencies to provide an Employee Engagement Experience; (2) Advising employees, supervisors, and leadership on general information relating to processes that improve and/or sustain the culture with the Regional Office; (3) Supporting recruitment and career development efforts.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
