This position is located within the Department of Veterans Affairs, Veterans Administration Medical Center in Tuscaloosa, Alabama. The incumbent of this position serves as a "developmental Health Systems Specialist position, GS-671-11. The full performance level is Health Systems Specialist, GS-0671-12.

Duties

At the GS-11 level, Incumbent is to use knowledge of primary care operations, clinical roles and responsibilities, quality measures and team-based care to develop, analyze, and manage the actual or potential effectiveness of the monitoring, procedures, work methods, utilization, performance improvement and distribution of work assignments within Medicine Service. Incumbent is expected to be proficient in reviewing, interpreting and making recommendations based on database review, must have high level organizational skills and possess excellent communication skills. The incumbent is delegated full authority and responsibility for all monitoring and implementation of activities of the Medicine Service and its departmental areas. At the GS-12 level, The HSS provides administrative leadership for the implementation of the Medicine Service including updating, reviewing and evaluating LEAF requests for support, documenting steps in the service line site support process, and making recommendations regarding type and complexity of requests and subject matter expertise (SME), as needed. The HSS assists with site support in person or virtually, is knowledgeable regarding scheduling practices, and collection and interpretation of Primary Care Management Model (PCMM) and Group Practice Management (GPM) data, shares this information in an easily comprehended manner with other stakeholders being supported and can field a wide variety of questions. The HSS organizes and communicates Medicine and departmental support plans to stakeholders, SMEs and organizes site visits for stakeholders, VISN, and PC Management Office (PCMO) team members, which may include SMEs from other program offices. The HSS provides advisory and liaison services throughout the Medicine Service at TVAMC including management regarding the requirements and implications of performance initiatives; provides advise to operating managers and supervisors on how redesign tools derived from general health systems theory, the theory of constraints, Lean thinking, and Six Sigma TM can assist in accomplishing facility and department missions and programmable objectives. The Health System Specialist uses management techniques and theories to motivate staff and uses quality improvement principles to continually improve both process and outcome. He/she encourages participation of staff in problem solving activities by providing an environment conducive for innovation and creativity. Performs other related duties as required. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9, for a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Basic Qualifications: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy; Prepares reports with findings and recommendations based on management and administrative considerations; Directs the human resources management program for the organization, performing or overseeing the full range of human resources requirements. Acts as the liaison with Human Resources Management Service (HRMS) concerning personnel-related matters. Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy; Prepares reports with findings and recommendations based on management and administrative considerations; Directs the human resources management program for the organization, performing or overseeing the full range of human resources requirements. Acts as the liaison with Human Resources Management Service (HRMS) concerning personnel-related matters; Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, drafting disciplinary and adverse actions, responding to grievances and bargaining requests, and handling other labor relations issues. Physical Requirements: Regular and recurring work is mostly sedentary involving sitting at a desk, engaging in conference calls or video teleconferencing. This position also requires the ability to travel occasionally within the VISN through approved travel orders to visit clinics, attend national meetings and conferences via air travel and/or government vehicle. The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The work places no special physical demands on the employee.
