This position is located within The Department of Veteran Affairs, Veterans Administration Medical Center in Tuscaloosa AL. The primary purpose of the position is to provide support to Health Care Management officials by analyzing, evaluating, advising on and or coordinating healthcare delivery systems and operations in addition to establishing processes to monitor service performance overall, developing standardized criteria to engage staff and other facilities and or VISNs.

Duties

Major duties include: Provides for the overall administrative management for the organization. This may include interpreting administrative policies, developing/implementing local policies, defining administrative requirements and/or providing advice to top management on related issues. Applies new policies, provides advice on requirements, maintains administrative systems and prepares administrative paperwork. Reviews and evaluates completed staff actions (memos, reports, studies, fact sheets, information papers) for overall quality of the document, appropriate levels of coordination, consistency, logic, soundness of recommendations, and compliance with policy. Contacts the originating office to recommend changes, etc. before documents are forwarded to higher levels. Articulates the reasons for changes to Directors and senior staff in order to facilitate timely and accurate revision. Plans and conducts management and quality improvement studies and analyses to determine the impact of medical facility realignments and changes. Compiles and analyzes facts, develops plans, and performs coordination of quality initiatives for clinical staff. Prepares reports with findings and recommendations based on management and administrative considerations. Completes labor mapping and certification needs in support of managerial cost accounting and decision management for clinical service. Directs the human resources management program for the organization, performing or overseeing the full range of human resources requirements. Acts as the liaison with Human Resources Management Service (HRMS) concerning personnel-related matters. Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analyses, preparing performance plans and appraisals, processing training requests, drafting disciplinary and adverse actions, responding to grievances and bargaining requests, and handling other labor relations issues. Reviews, analyzes and interprets incoming requests, recommends appropriate action or suggests appropriate alternative based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources. Participates with managers in reviewing office needs, plans and goals to develop budget data and justification for review and approval. Prepares budget package for submission to top management and responds to all questions related to the package. Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing cost analysis, soliciting bids, writing sole source justifications and communicating both orally and in writing with Contract Officers and vendors. Prepares and reviews purchase orders for supplies and non-expendable property. Exercises authorizations for obligation and expenditures of funds. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/20/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Reviewing, analyzing and interpret incoming requests, primary care operations, clinical roles and responsibilities, quality measures and team based care to develop, analyze, and manage the actual or potential effectiveness of the monitoring, procedures, work metrics, utilization, performance improvement and distribution of work assignments within medicine service. Skill in analyzing facts, developing plans, and performing coordination of quality initiatives for clinical staff, coordinating special projects designed to gather, analyze and present data, working knowledge of various computer software packages such as Excel, PowerPoint and Access. You must have progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher-level graduate education leading to such a degree, or an LL.M. if related that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. Undergraduate or Graduate Education with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Manage budget formulation and execution involving different funding sources. Participate with managers in reviewing office needs, plans and goals. Skill in applying analytical methods, techniques and evaluation criteria, various fact finding and quantitative techniques to measure effectiveness of improvement programs; monitoring, procedures, utilization, performance improvement and distribution of work assignments, identifying and providing training to employees; reviewing, interpreting and making recommendations based on database review, developing organizational programs, developing and executing communication plans, conducting program evaluation, coordinating special projects designed to gather, analyze and present data, working knowledge of various computer software packages such as Excel, PowerPoint and Access. Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to perform portions of the work. However, there is periodic walking; standing; bending; carrying of light items such as medical records, instructional material, books, and manuals.
