The VA Northeast Ohio Healthcare System is recruiting for an Assistant Finance Officer. The Assistant Finance Officer will function in the Fiscal Service. Incumbent is responsible to the CFO for interpretation of financial regulations, directives, laws, regulations, and policies.

Duties

The Assistant Finance Officer duties include, but are not limited to: Provides leadership support to Fiscal Supervisor and reviews completed work for soundness of overall approach, effectiveness in meeting requirements and adherence to requirements. Exercises leadership in their subject area by providing guidance to less-experienced specialists, professionals, leads/managers, or administrative support staff; leading large project/program teams; defining and developing internal policies and procedures; and predicting potential issues and proposing preventive action. Responsible for Managing employees that he/she directly supervises: leave approval, performance standards and ratings, planning and establishing all service activities. Serves as acting CFO in the absence of the CFO. Keeps the CFO informed of the status of each section in regards to work, performance, deadlines, suspense requests, etc. Participates in decision making sessions with top organizational management officials, and advises program managers on regulatory requirements, financial policies, the interpretation of data, and the importance of program operations and improvements. Analyses operations on a continuous basis and coordinates special analytical reports, charts and graphs for management. Provides well-seasoned and expert consultative advice, guidance, and instruction, both within Fiscal and VANEOHS, to address diverse, complex issues which often cross multiple projects/programs or functional areas. Collaborates with CFO establishing organizational structure and guidelines, performance standards, work review, reporting requirements and defining the line of authority and supervisory controls essential to carry out the mission of Fiscal Service. Makes informed, timely decisions based on interpretations of policies rules, regulations and laws. Qualifications

In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement: Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience in managing large complex accounting and budget departments, analyzing vast quantities of information in an expedient manner and report on the findings, using good judgment when deciphering the needs of an organization, problem solving skills, the ability to review current processes and implement changes in an effective and efficient manner, interpreting fiscal policies, preparing financial reports for a medical center or other corporate facility with an operating budget that encompasses multiple services which exist and collaborate across department lines, reading and understanding technical or other complex materials, performing supervisory duties that included overseeing lower level supervisory positions, maintaining good working relationships with key individuals or groups, explaining technical or other complex information in writing, presenting budgetary analysis to management regarding facility fiscal status, analyzing or interpreting data or other information, explaining or justifying decisions, conclusions, findings, or recommendations, making improvements, developing policies and strategies to correct fiscal imbalances, serving on panels, committees, or task forces as a representative of the organization or technical or professional issues, reviewing reports, documents, records, data, or other materials to verify completeness, correctness, consistency, compliance, or authenticity. You will be rated on the following Competencies for this position: Leadership Problem Solving Analytical Thinking Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is primarily sedentary, with walking to various customer locations throughout the facility. No special physical effort or ability is required.
