Serves as the Lead Systems Procedures Analyst to Fiscal for Financial Account Technicians, Accounting Technicians, and agent cashier operations. The employee performs as a lead analyst in major payroll and travel projects, including planning and deployment of new systems, and performs comprehensive analysis and evaluations of the financial operations and related procedures as they pertain to payroll, travel, and agent cashier functions.

Duties

Duties include, but are not limited to, the following:
Provides consultative assistance for applications, affected end users, and financial management programs to resolve system issues and implement improvements
Develops guidance on techniques for methods and management improvements to program systems and processes by adapting past precedents or applying accepted techniques to maximize program performance
Identifies and proposes solutions to complex problems where previous studies and established techniques require modification and adaptation
Conducts studies impacting programs, projects, or processes across functional and/or organizational lines
Prepares and reviews reports recommending improvements to systems and processes to improve operational efficiency
Develops and writes and/or provides input to Medical Center policies and standards for services
Remains up to date with personal computers as well as software packages including, but not limited to: VISTA, TMS, Microsoft Office and all sub-programs and all other applicable software packages
Provides advice to management and program personnel on finance issues and implements recommendations for complex issues
Determines and recommends training needs for financial matters with a particular focus on payroll, travel, or agent cashier policies and guidelines
Delivers training through available communication platforms to include email, video conferencing and in person training
Engages with internal and external stakeholders when researching Torts, Settlement or EEO related requests
Assesses work and distributes/balances workload among staff (Systems Procedures Analysts, Teller, and Accounting Technicians)
Reviews the progress of work and establishes priorities for staff
Instructs employees in specific tasks and job techniques and makes available written standardized operating procedures (SOPs)
Amends or rejects work that does not meet established standards
Resolves simple, informal complaints of employees and refers other to supervisor
Performs other related duties as assigned
Work Schedule: Monday through Friday, 8:00am to 4:30pm

Qualifications
To qualify for this position at the GS-9 grade level, you must meet one of the following:
SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying specialized experience includes utilizing knowledge related to pay and leave entitlements and a wide variety of financial services (i.e., procedures, hierarchy of support, network systems, equipment, etc.); using various software packages including Microsoft Office applications; utilizing knowledge of Fiscal Service systems and networks; and performing financial data analysis and reporting duties. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. -OR-
EDUCATION (TRANSCRIPT REQUIRED): Successful completion of a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. This education must have been obtained in an accredited college or university. COMBINATION (TRANSCRIPT REQUIRED): Equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level.
