This Management & Program Analyst (Section Chief) position is located in the Resource Management and Coordination Section (RMCS) within the Business Operations Branch (BOB), Division of Administrative Services (DAS), Office of Information and Resource Management (OIRM). The primary purpose of the position is to provide oversight and management across the DAS portfolio of projects, budget initiatives, and programs.
Duties
As a Management & Program Analyst (Section Chief), you will perform the following duties:
Contribute to the Project Management Group (PMG) mission by planning, directing, implementing, evaluating, and coordinating all functions and objectives and ensure that administrative, operational, and program support work meets the needs, goals, and objectives of stakeholders.
Serve as the division expert on budget management implementation in support of organizational strategies and establish fiscal year operating plans based on resources available to satisfy current and anticipated requirements and recommends actions and adjustments to optimize resources.
Stay current with advanced analytics tools, techniques, and methods to ensure the organization is using modern approaches to analytical work.
Develop intuitive financial dashboards and reports using business intelligence tools that help users make data-informed decisions.
Lead, coordinate, and direct activities of team members throughout the project lifecycle.
Lead the development of formal, structured strategic and operational plans by reviewing organizational performance, the external environment, and available resources to recommend priorities to the Business Operations Branch (BOB) Chief.
Develop and apply quantitative and qualitative criteria to assess the quality, effectiveness, and efficiency of the Division of Administrative Services (DAS) operations and services as an expert, and recommend new processes, systems, or policies to enhance organizational performance.
Assess branch workload and related knowledge and skill requirements. Support human capital plans to ensure that the DAS workforce is structured to efficiently and economically satisfy mission requirements and that incumbents possess the qualifications needed to provide optimum levels of service to clients.
Performs supervisory functions in support of the Section.
Qualifications
To qualify at the GS-14 level, an applicant must have one year of specialized experience equivalent to the GS-13 level in Federal Service leading a team and managing the lifecycle of projects/programs to ensure compliance with organizational goals and objectives. Examples of experience include: monitoring and evaluating project/program performance and recommending solutions for optimization; making complex operational plans; analyzing the cost/benefit reviews of operational plans; and completing data analytics to support organizational change and decision-making.
Experience refers to paid/unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) & other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, & skills & can provide valuable training/experience that translates directly to paid work. You will receive credit for all qualifying experience, including volunteer experience.

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.
