The primary purpose of this position is to perform the full range of substantive database management and system administration in support of Holm Center's Web Intensive New Gains System (WINGS).
Duties
Administers the day-to-day database operations and maintenance in a Linux operating systems environment in which the system is COTS - Oracle PeopleSoft.
Evaluates the effectiveness of the data base management technology and investigates problems and inefficiencies in a complex relational data base environment.
Designs and develops changes or modifications to the data base which require application of a variety of techniques and methods to evaluate and determine the effect the changes will have on other areas in the data base.
Participates in-depth analysis of automated and manual systems to accomplish design and programming assignment related to data base management.
Prepares System documentation in accordance with DoD, agency, major command, and local standards.

- Work may occasionally require travel away from the normal duty station on military or commercial aircraft/vehicle to Conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.
- May occasionally be required to work other than normal duty hours and/or Shift work may be required which may include overtime and/or irregular hours.
- Recall to duty may be required for this position
- This position requires certification at IAT Level I.
- Must be able to obtain and maintain an appropriate security clearance

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade [GS-11] (or equivalent in other pay systems) which includes General knowledge of the mission, objectives, terminology, and management practices in the activity, the agency, and the department to recognize probably areas of interactions and overlap between proposed and existing systems. Ability to modify existing systems and to relate all aspects of the work to the overall project. Knowledge of advanced programming techniques and higher-level computer languages to complete program development for assigned systems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of relational data base management principles and practices.
Knowledge of information processing standards and procedures.
Ability to apply knowledge of current automation technology and practices.
Ability to apply knowledge of overall design and operating characteristics of related hardware and software (specifically COTS product: Oracle PeopleSoft software).
Ability to apply knowledge of system design and current methodologies.
Ability to communicate effectively, both orally and in writing, to justify, defend, present, and advise on system and technical actions.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
