Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Housing Program Specialist, you will:
Reviews and analyzes mission-oriented programs, policies, and program data to support the development of plans, policy initiatives and management reports administered and managed by either the Office of Public Housing or Housing Voucher Programs. This includes occupancy, budget formulation, Public Housing Authority (PHA) leasing, utilization, and other program functions and policy issues. Develops detailed plans, goals and objectives for long-range program implementation and administration.
Applies knowledge of assisted public housing programs and voucher procedures and assists in preparing recommendations for statutory changes. Reviews and analyzes program performance, examines the impact of policies on existing programs, comments on pending legislation, regulations and guidelines prepared by other offices. Analyzes new or proposed program policies and their impact on assisted housing policies and prepares summary reports and recommendations addressing program improvements.
Provides technical advice, guidance, interpretation of public housing or voucher program data, policies and procedures on PIH programs. Participates in reviews and comprehensive studies of the various aspects of PIH programs for the purpose of evaluating the effectiveness of current policies and procedures in meeting program objectives, determining where problem areas exist and recommending necessary revisions.
Conducts research and analysis and provides content assistance for the preparation of public housing or voucher program handbooks, guidebooks, reports and other documents used by Headquarters, the field and housing authorities in the production and management of housing programs and systems under the jurisdiction of either the Office of Public Housing or Office of Housing Voucher Programs.
Uses existing policy and established methods to determine what needs to be done and develops method(s) for collecting and assessing information. Prepares and advises managers on detailed policy options, long-range program implications and legislative proposals for various public and Indian housing programs and impact of policies on Public Housing or Voucher program constituent groups. In developing recommendations, considers legal and regulatory constraints, budgetary constraints, and alternative means of accomplishing policy and program objectives. In some instances, must develop program data which is currently unavailable.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes:
Specialized Experience includes experience providing technical recommendations and interpretations of policies and procedures on assisted housing programs (programs receiving Federal or state funding to provide housing assistance to low-income families) to ensure understanding and consistency.
Examples of such experience could include:- Analyzing existing data, policies and procedures for assisted housing and assisting in providing recommendations that impact pending legislation, regulations, or guidelines regarding assisted housing programs; OR- Developing standards, procedures or guidelines on assisted housing programs and communicating any changes to internal or external stakeholders; OR- Evaluating new or proposed program policies and procedures to determine their impact on assisted housing policies.
For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized Experience includes experience Interpreting, implementing, and providing guidance and responses on assisted housing policies, regulations, and procedures.
Examples of such experience could include:- Analyzing existing data, policies and procedures for assisted housing in order to determine effectiveness and make recommendations for improvement; OR- Assisting in developing standards, procedures or guidelines on assisted housing programs and communicating any changes to internal or external stakeholders; OR- Researching new or proposed program policies that have potential of impacting assisted housing policies.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
