The Telehealth Technology Specialist serves as an Equipment/Telehealth Technology Specialist in the Telehealth Program by directly supporting the management of operational components of Telehealth and Connected Care across the health care continuum. This position will serve as an FTE at a VISN 7 facility without collateral duties and reports to the Facility Telehealth Coordinator or Telehealth Nurse Manager.
Duties
The incumbent of the position serves as a developmental ''Telehealth Technology Specialist" and is under the technical direction of the Facility Telehealth Coordinator/Manager.
As a Telehealth Technology Specialist, the incumbent provides daily program operational support to improve accessibility and achieve the overall goal of using Telehealth technology in establishing avenues of care that are timely, appropriate, of high quality and cost efficient.
The incumbent must possess knowledge for developing and managing technology systems, processes, and procedures to organize and track a variety of important functions integral to the functioning of the Telehealth/Connected Care Program. Examples include the Telehealth Management Platform (TMP), the VISN and facility Telehealth SharePoint, Vyopta reports, Technology Management Portal, Office of Connected Care Help Desk (OCCHD) SP site, and Tablet Dashboard.
Ensures facility tele- providers, tele-presenters, and TCTs are knowledgeable and trained on the various telehealth equipment.
Demonstrated skill and experienced judgement in applying and developing criteria and/or requirements for evaluating innovative approaches and concepts for connected care technology related initiatives.
Experience in Telehealth is required.
The incumbent receives supervision from the Facility Telehealth Coordinator and will initially be under close supervision, which will be gradually relaxed except when performing duties which are new, unfamiliar, and relatively complex.
Incumbent provides technical support and consultative assistance for all Telehealth and Connected Care programs, technologies and systems, and serves as a resource and SME for technology installations, configurations, activations, equipment tests, related peripherals, applications and software.
Organizes and implements testing for compatibility of systems and equipment with remote sites. Conducts site visits to determine educational and technical needs.
Incumbent provides technical support to Clinic-Based and Home Telehealth programs.
Incumbent provides technical support and participation in the integration and testing of Telehealth networks.
Troubleshoots communication issues and repairs and maintains equipment.
Incumbent monitors the local Telehealth communications network activity.
Files activity reports including a log of trouble tickets, technical reports, and site assessments.
Schedules and provides Telehealth technology maintenance, readiness, and downtime.
Incumbent is a resource to offsite technicians and IT staff providing guidance, support, planning, and consultative services.
Monitors and tracks equipment orders and supports the installation of new and existing Telehealth and Connected Care technologies and systems, ensuring they are online and ready for use within established/required timeframes.
Provides technical support and assistance to clinicians, care providers and other staff who use video conferencing devices and peripherals in order to sustain telehealth services in VHA.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/04/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS -09 position you must have served 52 weeks at the GS - 07. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Specialized Experience: One (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped me with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst. Qualifying specialized experience includes knowledge of automation and software systems and options that affect clinical practice; performs data analysis, to include collecting, evaluating, and synthesizing data; assisting in process improvement projects; provides communication channels to clinical and business teams to support deployment, sustainment, and optimize efforts; and preparing reports and graphical presentations of data advanced medical or hospital setting. OR Two (2) years of progressively higher-level graduate education or masters or equivalent graduate degree or LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.

OR Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first year (18 semester hours) may be used to qualify applicants for the GS-09 level. Physical Requirements: Physical demands include above average ability, dexterity, and strength to perform the work. There will be walking, standing, bending, stooping, kneeling, crouching, reaching, carrying of items, driving of an automobile, etc. May be required to sit or stand for the majority of a normal tour of duty. Will lift and move equipment up to 20 pounds and will reach above shoulder level for technology installation or in assistance with technology installation. Fieldwork may involve travel for training activities, attendance at meetings and conferences.
