This position is located in Office of Special Education and Rehabilitative Services (OSERS), Rehabilitation Services Administration (RSA), State Monitoring and Program Improvement Division (SMPID) in Washington, DC. The Rehabilitation Services Administration (RSA), State Monitoring and Program Improvement Division is responsible for reviewing and approval of State Plans, monitoring, and the provision of technical assistance to five RSA's formula grant programs.

Qualifications
Minimum Qualification RequirementsYou may meet the minimum qualifications for the GS-13, if you possess the specialized experience below.Specialized Experience for the GS-13One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing at least two (2) out of the three (3) of the following duties or work assignments:
1. Experience in the implementation of programs and policies, including analysis and evaluation of performance, obtained through employment in a state vocational rehabilitation agency, a Client Assistance Program or protection and advocacy system, participation on a State Rehabilitation Council, or employment in a related rehabilitation service provider in the implementation of programs and policies.
2. Experience presenting at meetings and/or seminars on a Vocational Rehabilitation (VR) or related program to disseminate information on programs impacting people with disabilities.
3. Experience working with programs authorized under Titles I, V, VI, and VII of the Rehabilitation Act of 1973, as amended.
Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge of mediation skills and techniques that can be used to achieve satisfactory resolution to disagreements, applicability and/or conflicting interpretations of the Rehabilitation Act and other federal laws and regulations which pertain to the rehabilitation and employment needs of people with disabilities.
2. Knowledge of federal and State vocational rehabilitation and employment statutes, including the Rehabilitation Act, WIOA and Randolph-Sheppard Act.
3. Ability to communicate complex information from multiple sources both orally and in writing, through cohesive, concise, and accurate presentations using well-organized and grammatically correct materials tailored to the audience’s needs, and technology, in a professional, clear and engaging manner.
4. Knowledge of evaluation techniques and methods of compliance monitoring, in order to assess and evaluate the quality and effectiveness of State Vocational Rehabilitation (VR) agency and other grantee performance, and to assist with corrective actions and program improvements within the scope of federal requirements.
5. Ability to function independently in a multi-task environment as a member of both a functional unit and State team, demonstrating collaboration, leadership and flexibility when addressing complex assignments involving the delivery of high-quality products and technical assistance consistent with statutory, regulatory and policy interpretation.
Education
Applicants must meet both the specialized experience and basic education requirements.
Degree: behavioral or social science; or related disciplines appropriate to the position.
OR
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
OR
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
