This position is located in the Southeast District Office. The Management Analyst is responsible for conducting evaluative studies and serving as a consultant to the District Director.
Position is out-based at one of the following: Atlanta, Columbia, Huntington, Jackson, Little Rock, Louisville, Montgomery, Nashville, New Orleans, Roanoke, San Juan, St. Petersburg, Winston-Salem Regional Office. Employees must be within commuting distance of one of the stations within the Southeast District.
Duties
Conducts continuing and periodic studies involving compilation and analysis of data for purpose of evaluating the effectiveness of the District Office and District Regional Office (RO) operations, identifying area requiring improvement, and recommending procedures or methods for more efficient operations and production.
Conducts management audits, surveys, and systematic reviews of operations in order to insure that established policies, practices and procedures are effectively implemented.
Prepares graphs, charts and other audio-visual displays depicting program information and statistics for use in training, management briefings, and information dissemination activities both within and outside of District.
Reviews, analyzes, and evaluates repots and statistics in order to advise on trends, out of line situations, and anticipated needs.
Controls, coordinates, analyzes, validates, and participates in the preparation of District Systematic Analysis of Operations (SAOs).
Reviews, analyzes, and evaluates reports and statistics in order to advise on trends, out-of-line situations, and anticipated needs.
Provides written reports of all findings including recommendations, as required by District Management or as otherwise directed.
Performs work involving the collection, compilation, and/or tracking of data and statistical information in support of the District.
Reviews documents, repots, and/or applications for omissions and inconsistencies, and ensures data entry is complete and accurate.
Prepares annual phased plan to show project monthly expenditures and reimbursables. Compares current estimates with ongoing expenditures on a continuing basis.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/10/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
You may qualify based on your experience as described below:
Specialized Experience: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Specialized experience must demonstrate the following:
GS-13: A thorough knowledge of planning and conducting complex organizational studies for at least 52 weeks at the GS-12 level to include; research, work sampling, and analyzing a wide variety of operational data in order to evaluate and measure the effectiveness and efficiency of organizational operations and complete recommendations to top management officials. Must also demonstrate polished and effective communication skills to present, explain complex factual data, and articulate findings to upper level management; exponential experience planning, organizing and coordinating work; using creativity and ingenuity to develop, analyze and propose solutions to problems; and demonstrate skills and experience with or understanding of continuous process improvement strategies within a federal organization.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the employee may sit comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items such as papers, books, small parts; driving an automobile, etc. No special physical demands are required to perform the work.
