Duties
Serves as project officer and senior subject matter expert for a variety of DLA Human Resources Operations initiatives, projects, and policies.
Assists the DLA Training Director in the creation and implementation of enterprise DLA Human Resources Development (HRD) programs and policies related to training and workforce development.
Oversees workforce development program evaluations/reviews in collaboration with other J1 offices.
Interprets HRD policy in terms of established objectives of the organization.
Advises key Agency officials and managers on all aspects of HRD policy, planning, review, and research related to assigned initiatives and projects.
Identifies workforce development and training programs and functions that require evaluation or analysis due to new/changing Agency missions, functions, and/or technology.
Serves as a representative on various Federal, DoD, and Agency-wide ad hoc teams that direct and oversee the implementation of workforce development initiatives and programs.

Qualifications
To qualify for an HR Specialist (Human Resource Development), your resume and supporting documentation must support:
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
- Establishing management controls and measurement instruments to evaluate program effectiveness, efficiency, and accomplishments.
- Conducting research into and interprets policy and regulations on controversial, unusual, or highly complex HRD matters.
- Providing advisory service to operating or management officials on HRD policy interpretation or development.
- Preparing and delivering presentations and briefings to management at all levels in the Agency regarding workforce development programs, systems, policies, and strategies.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
