This position is located at the Navy Fleet and Family Support Center (FFSC), within San Diego, CA. The Fleet and Family Support Program (FFSP) is the Navy's primary program for the delivery of an array of human services intended to enhance the resiliency and self-sufficiency of individuals and families, resulting in increased operational readiness and personal resiliency.

Duties

This position is located at the Navy Fleet and Family Support Center (FFSC) within San Diego, CA. The Fleet and Family Support Program (FFSP) is the Navy's primary program for the delivery of an array of human services intended to enhance the stability, resiliency and self-sufficiency of individuals and families, resulting in increased operational readiness and personal resiliency. FFSCs deliver these programs at the installation level using diverse methods requiring leadership, management, planning, coordinating, analytical and administrative skills. This supervisory position is responsible for the leadership of assigned FFSP Work and Family Life (WFL) programs, as well as management of the day-to-day operations at assigned buildings or satellite site locations based on the FFSC's area of responsibility. The WFL Supervisor is responsible for overseeing the development and delivery of non-clinical programs and services across the FFSC. The incumbent works closely with the Clinical Supervisor, Sexual Assault Prevention and Response team, and the FFSC Director to coordinate efforts with other FFSC programs and services. WFL Programs include, but are not limited to, Information and Referral (I&R), Relocation Assistance Program (RAP), Family Employment Readiness Program (FERP), Transition Assistant Management Program (TAMP), Life Skills Education, Personal Financial Management (PFM) Program, Deployment and Individual Augmentee (IA) Support, Exceptional Family Member Program (EFMP) Support, Mind-Body Mental Fitness, Ombudsman Program, Family Readiness Group Support, Volunteer Coordinator Program, Ready Navy Emergency Preparedness, Mass Care Crisis Response, and the Retired Activities Office (RAO). The WFL Supervisor may be responsible for government and contract staff delivering services in any WFL program area. The incumbent must be able to instantly assess and respond appropriately and conscientiously to crisis situations to include family violence and suicide risk and to make knowledgeable and accurate judgement in appropriate referrals. Identifies budget requirements for program areas and ensures adherence to local policies. Identifies workshop schedules, conducts customer needs assessments, and analyzes work metrics and data. Ensures staff within assigned WFL program areas are trained and equipped to provide in-person and virtual customer service delivery, to include expertise with Adobe Connect and Microsoft Teams. Develops workshops, one-on-one service protocols, marketing products, Standard Operating Procedures, Instructor Guides, and learning/resource materials within assigned program areas. Oversees the scheduling of assigned staff, to include meeting the needs of customers at home and at sea. Will support the Return and Reunion and Departure and Separation Program onboard Navy ships. Ensures efficient and effective assignment of work flow. Serves as Technical Advisor to all assigned contract staff. Supervises assigned non-appropriated fund (NAF) and appropriated fund/general schedule (APF/GS) staff, to include hiring, training, performance management, evaluation, and support. Supervises assigned administrative assistant and front desk staff to ensure site coverage. Provides briefings, trainings, and one-on-one services. Familiar with all WFL Programs offered by NRSW FFSP.

Requirements

  • Must provide proof of U.S. Citizenship or U.S. National.
  • A valid State driver's license is required to operate motor vehicles.
  • Must successfully pass the E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
  • Must meet federal suitability requirements including successful completion of background investigation and obtain/maintain a Secret Security Clearance (T3).
  • A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any scheduled appointments.
  • Upon hire, as a condition of employment, the applicant must successfully complete, obtain, and maintain Defense Sexual Assault Advocate Certification Program (D-SAACP) certification.

Qualifications

Shall hold a Bachelor's Degree or higher in business/organizational management, education, social work, psychology, or other human service discipline or a combination of three years' experience in managing/supervising in a social service setting. i.e., three years experience in managing/supervising government or contract employees in a social services setting. Experience with technical consultation and successful project management related to program planning, evaluation, and collaborative work with community agencies providing social or human services. Detailed professional knowledge of and experience in applying a wide range of concepts, principles, and theories relating to one or more of the social science fields and of social services delivery systems to analyze and interpret complete social and behavioral data concerning the client; and to assess factors of personality structure and dynamics as they affect findings of aptitudes and interests. Knowledge of business management principles and practices, organizational development, marketing, and change management. Strong administrative skills and ability to supervise and lead personnel toward accomplishment of mission goals. Exposure to or experience in military lifestyle, i.e., prior FFSC work experience, military family member, civilian work experience, or military service. Knowledge and skill in use of a personal computer and various software such as Word, Excel and PowerPoint. Knowledge of Fleet and Family Support Management Information Systems (FFSMIS) preferred. Ability to present effectively within in-person and virtual spaces for audiences of various sizes. Familiar with virtual service delivery tools such as Adobe Connect and Microsoft Teams. Knowledge of Agency EEO programs and regulations. Must possess a valid California driver's license and be able to operate a POV or government vehicle between FFSC sites and as necessary to perform the requirement of this position. Ability to communicate effectively both orally and in writing.

Education

Bachelor's Degree or higher in business/organizational management, education, social work, psychology, or other human service discipline

a combination of three years' experience in managing/supervising in a social service setting. i.e., three years experience in managing/supervising government or contract employees in a social services setting.
