The primary purpose of this position is to serve as the Quality Assurance Evaluator (QAE), performing all aspects of surveillance and quality assurance pertaining to the Patrick AFB full food service contract. Performs as the primary point of contact for all matters relating to the performance-based service contract.
Duties
Performs quality assurance evaluation of the full food service contract. Provides quality assurance surveillance over a $2.2M full food service contract. Through the Food Service Officer, ensures the contractor is performing in accordance with the contract specifications.
Represents the Food Service Activity with a variety of installation and functional area organizations. Provides technical and specialized advice to the Food Service Officer, Contract Project Manager, Combat Support Flight Chief, Services Commander, installation squadron commanders and first sergeants, group commanders, and on occasion, the installation commander.
Develops the planning, programming, and budgeting systems (PPBS) for appropriated funds needed to sustain food service operations yearly, and develops long-range capital improvement plans for future recapitalization of food service equipment and facilities.
Complies with health, safety and environmental rules and procedures. Performs work in a manner that enhances the safety of the work environment.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Standards for Clerical and Administrative Positions; Equipment Facilities and Services Series 1603.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NK-01, equivalent to the next to lower grade GS-04 or equivalent in the Federal Service. Specialized experience must include: Knowledge of extensive procedures and operations requiring extensive training. Applying knowledge of basic principles, concepts and methodology of administrative occupation and/or technical methods.
OR
EDUCATION: 1 full year of academic education above the high school level obtained in an accredited business, secretarial or technical school, junior college, college or university.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of food service to include planning, organizing, and managing multi-food service facilities and
functions, such as procurement, supply, accounting, nutrition, merchandising and serving of food.
2. Ability to plan, conduct and analyze simple survey techniques and data.
3. Ability to apply public law, policy, and DoD/MAJCOM directives.
4. Knowledge of the health, safety, security, and food service regulations, practices, and procedures.
5. Ability to communicate well, both orally and in writing.
6. Functional knowledge of strategic planning, basic accounting, and financial management
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
