Qualifications

UNDERGRADUATE EDUCATION A year of undergraduate education is 30 semester hours, 45 quarter hours or the equivalent of college study. This education must have been obtained in an accredited college or university for which high school graduation or the equivalent was a prerequisite. GRADUATE EDUCATION: In the absence of specific graduate program information, a year of graduate education is 18 semester hours or 27 quarter hours of graduate level college course work, or the number of credit hours the school attended has determined to represent 1 year of full-time study. This education must have been obtained in an accredited college or university. For GS-12: Applicants must have one year of appropriate specialized experience equivalent to at least the GS-11 level in the Federal service that is in or related to this position and that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience may include: developing and presenting informational materials to members of Congress or their staffs; (2) conducting in-person briefings with congressional staff to apprise them of pressing issues; (3) preparing individuals for official public testimony before Congress; responding to official Congressional requests for information; and (4) collecting complex or decentralized information and assimilating it into key messages targeted to a Congressional audience; (5) Must have at least 1 year of experience working in a position that interacts directly with elected officials and/or their staff in the US Senate or House of Representatives on a regular basis. includes: Senate or House member staffer on Capitol Hill; Senate or House member staffer in a district field office; Senate or House committee staffer; member of a federal agency or bureau congressional affairs team/congressional liaison. For GS-13: Applicants must have one year of appropriate specialized experience equivalent to at least the GS-12 level in the Federal service that is in or related to this position and that equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Examples of specialized experience may include: drafting, reviewing and finalizing written material for a Congressional audience including reviewing official correspondence; (2)Experience developing and implementing Congressional strategies and experience balancing incoming Congressional inquiries; (3) establishing and maintaining effective working relationships with members of the Congress, and others interested in the organization's programs and field offices;(4) ensuring effective interchange of information between key members of the Congress and the organization; (5) Must have at least 1 year of experience working in a position that interacts directly with elected officials and/or their staff in the US Senate or House of Representatives on a regular basis. includes: Senate or House member staffer on Capitol Hill; Senate or House member staffer in a district field office; Senate or House committee staffer; member of a federal agency or bureau congressional affairs team/congressional liaison. These work experiences should involve conventional or standardized practices that have been adapted to suit the circumstances and have necessitated on-the-spot situational awareness, analysis, and adaptation. Congressional Liaisons at this level must have an in-depth knowledge of Congress and its rules and processes, accepted practices for working with Congressional offices, and the legal conferences governing interactions between the Executive and Legislative branches of government. They must have the ability to independently perform work of a sensitive or controversial nature and of considerable difficulty. You must meet all qualification and eligibility requirements for the position by the closing date of the announcement.
