The National Counterterrorism Center (NCTC) leads the nation's effort to protect the United States from terrorism by integrating, analyzing and sharing information to drive whole-of-government action and achieve our national CT objectives.
Duties
Major Duties and Responsibilities:
NCTC ITS seeks a senior manager to oversee Information Technology (IT) development and ensure oversight, accountability and delivery of critical mission capabilities.
Lead a professional staff of IT Program Mangers in successfully defining and managing complex programs and projects that may include ill-defined requirements, ambiguity, parallel tasks, multiple dependencies, high risks, and multiple interfaces; ensure timelines, costs, deliverables, and outcomes are achieved according to approved plans.
Manage and assess the status of assigned projects on a continuous basis, to include resource management and contractor support.
Prioritize professional development of staff to include position related knowledge and skills development.
Work with contracting officers or contracting officer technical representatives (COTRs) to provide contract oversight and management including the creation of statements of work, award fee criteria, and delivery acceptance terms.
Build, grow, and sustain partnerships with key partners throughout the Center and across the IC.
Lead a team and provide substantive feedback to include career development counseling and skills development.
Develop analysis of program alternatives
Qualifications
Mandatory Requirements:
Experience leading/managing IT O & M capabilities or a technical group.
Superior ability to listen to, clarify, and convey understanding of others' ideas, comments, and questions as well as to integrate and build upon diverse opinions in a manner that encourages the formation of integrated solutions.
Superior interpersonal, organizational, and problem-solving skills, including a demonstrated ability to work effectively both independently and in a team or collaborative environment and to lead and mentor junior colleagues.
Superior ability to develop effective professional and interpersonal relationships with peers and colleagues in the ODNI, the IC, and USG, and to earn their confidence and trust to manage negotiations and consensus building.
Expert program management experience with a focus on technology.
Expert ability to plan strategically, analyze and assess programmatic initiatives, and report trends impacting mission objectives.
Excellent oral and written communication skills.
Ability to multitask and change focus quickly as demands change.
Education: Degree in computer science, engineering, information science, information systems management, mathematics, or technology management.
Supervisory experience - At least three years of related managerial experience.
Desired Requirements:
Experience: IT-related experience demonstrating knowledge of one or more computer disciplines/specialties (hardware, software); expert ability to quickly identify and apply new technologies, methodologies, and technical language networks; broad knowledge of other related disciplines.
Experience: Developing and managing the implementation of complex IT projects, assessing customer requirements, identifying dependencies, and managing and mitigating risks.
Experience: Estimating IT resources (cost and skillsets) needed to begin/stand up a new development effort.
Program Management Professional (PMP) certification or similar.
Contracting Officers Technical Representative certification
