Duties
This Supervisory Intelligence Operations Specialist (Senior Watch Officer) position is located in Transportation Analysis Division (TAD), Intelligence & Analysis (I&A), Transportation Security Administration, Department of Homeland Security (DHS). Duties include but are not limited to:
Advanced knowledge of Watch Operations to include technical knowledge of intelligence (collection, analysis, and evaluation). Advanced ability to plan and accomplish operational goals and assignments, develop plans and techniques to improve operations, policies and programs.
Senior point of contact for all Intelligence Watch Operations Centers (HQ, TSOC, CSOC). Principal technical specialist with all-source intelligence research to support TSA I&A executive intelligence briefings, I&A products, watch logs, follow-ups, leader-briefs, incident & encounter management and daily operations.
Represents TSA' s Intelligence and Analysis Division as a key point of contact for both internal and external audiences.
Supervises a staff of Intelligence Operation Specialists who collect and process raw intelligence information into usable products. Serves as the final editor and release authority of developed product to internal and external agencies. Plans and assigns work tasks based on TSA primary intelligence requirements to ensure continual mission coverage/monitoring of threats to transportation systems during their watch period.
As Senior Watch Officer (SWO), the incumbent acts as the senior intelligence official representing TSA on a 24/7-hour basis and provides oversight for Intelligence and Analysis Office outside of normal business hours. The SWO is responsible for maintaining consistent contact with various intelligence Office agencies and facilitating the exchange and analysis of information to identify threats to transportation. The SWO is also the key intelligence supervisor that responds directly to tasking from the TSA Administrator and other senior level members. The position serves in a 24/7 Sensitive Compartmented Information Facility (SCIF).
Proposes preventive actions and methods for ensuring TSA policies and practices align with emerging changes to transportation industry operations.
This position serves as Watch Officer and performs classified/unclassified duties related to executing the operational mission. This includes conducting complex analysis and devising procedural and technical improvements to increase efficiency and decrease risk to transportation security, performs complex analysis of policies and guidance related to Watch Operations, ability to identify and make recommendations as they relate to operational issues and ability to document best practices for process improvements.
Formulating recommendations, policies, or plans to deal with operational issues; developing reports and briefings which consolidate identified issues and proposed solutions for decision. Working with fellow IWB watch officers and the senior leadership team to obtain appropriate consensus/approval for the implementation of completion; monitors and evaluates new policies, techniques, tactics, or the progress and outcomes of procedures to improve operational handling projects/program or decrease transportation security vulnerabilities.
Qualifications
To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position.
Such Specialized Experience defined as:
- Administering analytic principles, methods, and processes used to conduct systematic and objective inquiry, including design, collection, analysis, and interpretation of data; and)
- Experience developing and maintaining professional networks and creating alliances across organizational boundaries to build strategic relationships, share information, and achieve common goals; and)
- Experience expressing information to individuals or groups effectively, taking into account the audience and nature of the information.
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.
