This position is located in USAGM, VOA, East Asia and Pacific Region, China Branch. The Supervisory International Broadcaster (China Branch) is responsible for managing the Cantonese and Mandarin Services. The incumbent is also responsible for leading the Services, managing budgets, and ensures staff requirements are met to maintain positions such as journalists, producers, broadcasters, and contract personnel, for producing global news via TV, radio, social medial, and the internet.

Duties

As a Supervisory International Broadcaster for the China Branch you will be responsible for duties to include, but are not limited to: This Service Chief of the China Branch is responsible for the overall quality and content of the Mandarin and Cantonese Services, ensuring adherence to the VOA Charter and Journalistic Code. He/she enforces journalism best practices and ethics, including that content is accurate, fair, and balanced. Manages the overall supervision of service operations such as directing and coordinating staff, contractors, and stringers, to include the budget and management, service strategy planning, and development of new programming. Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Prepares performance elements and standards and files annual Performance Appraisal reports for team leaders and supervisory staff. Demonstrates consummate leadership ability with an emphasis on building large teams and managing them. Oversees and manages the production of internet, radio, television, and social media content and programming. Develops plans and strategic objectives, including establishing the China Branch's general scope of operations. Recommends changes or improvements to broadcast policies, broadcast operations, and plans for future radio, TV, digital and Internet broadcasts. Advises on political, economic, social and cultural developments in China that are of relevance to VOA programming and alerts Division and other VOA elements of developments that require coverage or analytic treatment. Prepares reports on Mandarin and Cantonese activities and issues of importance. Recommends changes or improvements to broadcast policies, broadcast operations, and plans for future radio, TV, digital and Internet broadcasts. Advises on political, economic, social and cultural developments in China of relevance to VOA programming and alerts the Division and other VOA elements of developments in China requiring coverage or analytic treatment. Prepares reports on Mandarin and Cantonese activities as needed, including Service profiles, annual Strategy papers and coverage reports. Works closely with the Office of Marketing and Strategy to coordinate placement of Mandarin and Cantonese language programs, scripts, and reports on radio and TV stations in the People's Republic of China, Taiwan, Hong Kong, Singapore, Malaysia, and other foreign locations and which provide email subscription services. This involves final responsibility for all matters related to programming, format, production, appropriate standards, quality, and tone.

  • This is a public trust position. If selected, this position requires the completion of the SF-86.

  • This position may require working nights, weekends, and holidays.
  • This position has been designated supervisory requiring that the selectee on an initial appointment as a supervisor or manager serve a one-year probationary period.
  • If selected for this vacancy, you will be required to file the OGE Form 450 (Confidential Financial Disclosure Report).
  • The full performance grade level for this position is GS-14.

Qualifications

Screen out factor: Applicants must have fluency in English and Mandarin or Cantonese languages that enables you to speak, read, write, report, and translate in these languages. This screen out factor MUST be listed in your resume in order to receive consideration for this position. For the GS-14 position: Applicants must have a minimum of one (1) year of specialized experience at a level of difficulty and responsibility comparable to the GS-13 levelor pay band in the federal, public, or private sectors. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and which is in and/or directly related to this line of work. Specialized experience includes all of the following and is required: Expertise in journalism and leading a team of journalists producing multimedia content for the region of China. Experience covering a variety of topics concerning China, such as international relations, economics, culture, and socio-political development, including creation and production of multimedia newscasts and production of content for broadcasting. Expertise in the Chinese media market that enables the incumbent to plan and create content and marketing strategy for the China Branch. Proficiency in leading staff with experience preparing and managing budgets, including execution of plans that meet the mission and focus of an agency. In addition, experience managing a diverse staff of journalists, producers, and contract personnel in the U.S. and abroad. Extensive experience and skill in China's politics and surrounding territories and regions, which includes Cantonese or Mandarin-speaking areas and the United States objectives and policy toward each territory of the country, such as democracy and human rights issues in China. Understands U.S. policy on creation and development of multimedia content for audiences in various regions surrounding China, such as Taiwan, Hong Kong, and neighboring regions.
