This National Guard position is for an IT SPECIALIST (APPSW/INET) - Title 5 OBO, Position Description Number T5236000 and is part of the WI JFHQ J6, Wisconsin National Guard.

Duties
- Serves as a principal expert and the authoritative source for software application development providing project leadership to lower-graded specialists.
- Determines feasibility of the requested applications.
- Analyzes National Guard Bureau (NGB), agency and locally developed standard/stovepipe systems to determine needed additions.
- Develops reports on the status of projects.
- Manages Wisconsin Department of Military Affairs websites and web products.
- Performs other duties as assigned.

Qualifications
GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.
SPECIALIZED EXPERIENCE: You must have one year equivalent to at least the next lower grade level to include experience with the engineering of applications and SharePoint. Experience providing technical guidance for application analysis and programming to internal and external contacts and reviewing feasibility of requested applications. Experience planning and accomplishing studies to identify need for new stand-alone and web-based application requirements. Candidate has used project management principles to draft project plans, assign tasks, monitor progress and resolve critical issues. Experience with the development and documentation of internal Standard Operating Procedures (SOPs) and external Standard Operating Instructions (SOIs). Experience writing and maintaining documentation for internal code, user manuals, help files, and installation guides. Experience with, and thorough understanding of, the engineering, development, review and maintenance of PowerShell based scripts used for the automation of tasks within the SharePoint environment.
