You will serve as a Financial Management Analyst in the Resource Management Office of COMNAVREGSW SDIEGO.

Duties

You will create financial reports by compiling and generating data from Access databases. You will conduct obligation validation or tri-annual reviews to determine accuracy, validity and integrity of financial transactions. You will use a financial management system to create statistical reports. You will consolidate summary reports (e.g., monthly, quarterly, semi-annual, special reports) for use by managers in financial decision making. You will respond to audits involving financial management policy and procedures. You will formulate financial strategies to achieve program objectives within financial constraints.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • You will be required to obtain and maintain a current valid United States driver's license.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Assist Travelers/Users with DTS issues and is the DTS organizational point of contact to the sub-organizations assigned.; 2) Establishing DTS organizations and sub-organizations; 3) Creating and maintaining routing lists, groups and personal Traveler/User profiles.; 4) Process GTCC applications for individuals, including active duty military and civilian employees; 5) Maintain GTCC accounts in Citi Bank, profiles, credit limits, review transactions using the VISA Intelilink Compliance Tool; 6) Knowledge in the use of resources and references such as: Joint Travel Regulations, DoD FMR Vol 5 Ch 1 & 5, DoD FMR Vol 9 Ch 1, 4, 5, 8 & Definitions, DoDI 5154.31 Vol 3, DoDI 5154.31 Vol 4, NAVSUPINST 4650.8, Navy DTS Business Rules, service or agency internal control policies and procedures. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

Have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
OR
Have successfully completed an LL.M. degree that is related to the position being filled.
OR
Have a combination of experience and education that equates to one year of experience. Percentage of education plus percentage of experience must equal 100%.
