Duties

As Director of the Acquisitions Division the incumbent will be responsible for providing the day-to-day management, planning, leadership and oversight of a full range of acquisitions and contract administration activities.The incumbent will provide managerial leadership, technical direction and oversight for OIG Acquisitions Division as follows: Directs all contracting and procurement activities; Provides advise and technical information; Advises, guides and collaborates with OIG senior-level management officials to develop and formulate acquisition plans and policies; Directs the planning and execution of pre-award and post-award contracting functions; Directs the procurement of equipment, supplies and services and the award, administration and close-out of contracts; Develops and administers the small and disadvantaged business program; Serves as a technical expert and senior Contracting Officer for OIG with unlimited signatory authority; Represents the Agency in non-litigation dealings with GSA, GAO, OMB, Congress and other organizations with oversight authority for OIG; and Assumes the full range of supervisory responsibilities for staff members directed by this position.

Examples of specialized experience MUST include experience: Providing authoritative guidance to senior level officials on the delivery of high-quality goods and services; Analyzing a program to identify operational problems and develop solutions; and Providing managerial leadership to direct, coordinate, and oversee work. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week. Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
