Job opening: SUPERVISORY PROGRAM MANAGER

You will serve as a SUPERVISORY PROGRAM MANAGER in the TECHNOLOGY ACQUISITION DIVISION of COMNAVSPECWARDEVGRU.

Duties

You will develop and staff the annual spend plan of investment funds (Procurement and research, development, test and evaluation (RDTE)) allocated toward communications and technical surveillance capabilities. You will serve as project/product manager, responsible for the overall management and control of assigned projects. You will lead the development of the Program Objective Memorandum (POM) submission for investment funded communications and technical surveillance capabilities. You will develop test plans and prepare the documentation required for material use/safety release authorization. You will coordinate and track funding and budget metrics for their performance against established USSOCOM and Office of the Secretary of Defense (OSD) standards.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final TOP SECRET SCI security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be subject to random counterintelligence scope polygraph examinations.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. You will be required to sign a DD-Form-2760, Qualification to possess firearms or ammunition.
  • This position may be exposed to hazardous or hostile environments and may be authorized special/danger pay as provided by the Department of State, the Office of Personnel Management, or other agency regulations.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require to travel on military or civilian aircraft and waterborne craft, deploy onboard ships, or serve at remote sites as required. You must be prepared for infrequent tasking onboard ships and remote site as required.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting combat-development and long-range planning, programming and budgeting AND implementing acquisition strategies and plans for the development, testing, production, and fielding of communications and technical surveillance systems for Special Operations mission.
